By this time next year, the number of state house elected officials of color can increase by 100 percent, from 10 to 20 members. And communities of color will be well positioned to elect a person of color to the U.S. House of Representatives for the first time in the history of the state.

EXECUTIVE SUMMARY • Oklahoma’s 1987 Smoking In Public Places Act required the inclusion of smoking sections in restaurants and pre-empted more stringent local anti-tobacco laws with state regulations. • With the 2001 arrival of an aggressive new Commissioner of Health, Dr. Leslie Beitsch, the tide turned with new legislation (Senate Joint Resolution 21 in 2003) that prohibited smoking inside public places and restaurants were allowed to build separately-ventilated “smoking rooms.” • In 2004, State Question 713 increased the cigarette tax by 80 cents per package. • Dr. Beitsch resigned in 2003 and since that time, efforts toward clean air have …

A State-In-Society Approach To The Nonprofit Sector: Welfare Services In Japan, Mary Alice Haddad

This article uses the case of Japan to advocate for a new theoretical approach to the study of the nonprofit sector. In particular, it examines how theoretical models based on the European and North American experiences have difficulty explaining the relationship between the nonprofit sector and the state in Japan, and argues that a state-in-society approach is better suited to explaining complex state–society relations in diverse cultural contexts. It does this by examining the evolution of social welfare service provision in Japan. Since the 1950s, despite considerable and long-term tobacco industry and government efforts, attempts to develop a less risky cigarette that reduces harmful ingredients, generally or specifically, have failed. Moreover, even under ideal conditions with adequate scientific testing, the efficacy of purportedly reducing the severe health effects cannot be scientifically verified for up to 20 years after the introduction of a product on the market. A key and central provision in the 2009 U.S. Food and Drug Administration (FDA) legislation is to reduce the risk or harm of cigarettes. Scholars in tobacco control have utilized a social construction approach to test and explain tobacco control policy and advocacy. Some recent tobacco control policy research has contended that Philip Morris's support of the U.S. Food and Drug Administration (FDA) regulation of tobacco (including purportedly reducing the harm of cigarettes) is to obtain the social construction goal of a socially responsible company. However, the primary motivation for Philip Morris's support of proposed FDA regulation and harm reduction for cigarettes was to maintain the company's market stability and profitability implemented by U.S. political process and institutions. Environmental, health, and safety (EHS) concerns are receiving considerable attention in the development of nanoscience and nanotechnology (nano) R&D, underscored by the perspective that EHS work should be developed alongside the scientific research rather than subsequent to applications. This positioning of nano EHS suggests the importance of early understanding and measurement of the diffusion of nano EHS science. This research examines the diffusion of nano EHS publications, defined through a set of search terms, into a global nanotechnology R&D database developed at Georgia Tech. This study identifies the factors that affect the adoption behaviors for residential heating, ventilating, and air conditioning (HVAC) systems, including spatial effects and other contextual characteristics. This study draws on an original data source of detailed single-family house sale records in the Greater Chicago area, spanning from 1992 to 2004. The data are analyzed at the block-group level to focus on neighborhood-level adoption patterns and highlight neighbor effects. Using spatial lag regression models, we show that spatial dependence or “contagion” exists for neighborhood adoption of energy-efficient HVACs. Purpose – This paper aims to evaluate critically the validity of rival theorisations of the hidden economy that variously read this sphere as a leftover from a previous era, a by-product of a new emergent form of capitalism, a complement to formal employment or an alternative to the formal economy. Until now, the common tendency among economic theorists has been to either universally privilege one theorisation over others, or to represent each theory as valid in different places.
