The High-Tech Sector In Northeast Ohio: 2007 Update, Ziona Austrian, Jill S. Taylor

This report describes trends in the high-tech sector in Northeast Ohio, focusing on the 2004-2006 time period. It is the first update to a baseline report released in February 2007 that analyzed trends between 2000 and 2005. This study follows the baseline report in that it examines the high-tech sector in Northeast Ohio from three perspectives — high-tech industries, high-tech occupations, and research and development activity. It assesses the strengths and weaknesses of high-tech industries in terms of employment, average wage, gross regional product (output), and productivity. Permanently Failing Organizations? Small Business Recovery After September 11, 2001, Leigh Graham

Publications and Research

Small businesses in Lower Manhattan after September 11, 2001, paint a telling portrait of vulnerability after disasters. This qualitative analysis of recovery for small retail and service firms with 50 or fewer employees is based on ethnographic fieldwork, interviews, and documentary research from September 2001 through 2005. A postdisaster emphasis on place-based assistance to firms conflicted with macro-level redevelopment plans for Lower Manhattan. Small business recovery was impeded as aid programs responded to a new sense of urgency, attachment to place, and prestorm conceptions of the neighborhood at the expense of addressing community-wide economic changes accelerated by the disaster. Outsourcing In U.S. Cities, Ambulances And Elderly Voters, Matthew J. Holian

Working Group on Interlocal Services Cooperation

Many of the largest cities in the United States outsource emergency medical services. This paper develops a political economy model of city service provision. Empirical analysis of emergency ambulances in the 200 largest U.S. cities finds that a number of variables are significant determinants of amblu- ance outsourcing, including the fraction of a city's voters over the age of 65. This finding provides evidence that interest-group politics are important, and suggests a particular shape of the contracting cost curve.

With fast population growth and economic development in the US-Mexico Borderland, water diversion and usages has reduced the flow substantially in the Low Rio Grande River (LRGR). Tidal portion of the LRGR has posed an environmental drought issue since 1993 and the channel clogged with the invasion of non-native plants also causes environmental problems. As a result of the intensity of these natural and manmade factors, the Rio Grande stopped flowing to the sea in February 2001. The flows were reduced to a point that they were unable to push out the sand deposited at the mouth. Geomorphologic evolution in …

These programs set the specific mechanisms that will be used to carry out the intent of the law or policy as best an agency can determine. Explaining Horizontal And Vertical Cooperation On Public Services In Michigan: The Role Of Local Fiscal Capacity, Jered B. Carr, Elisabeth R. Gerber, Eric W. Lupher

Michigan local governments engage in a wide range of cooperative activities. Little is known, however, about what factors motivate local governments to engage in intergovernmental cooperation and how local government officials choose among various forms of collaboration. We develop and test a theory of intergovernmental cooperation that explains differences in the factors that lead local governments to engage in horizontal cooperation with other local units versus vertical cooperation with county or state governments. Our primary focus is on fiscal capacity: we hypothesize that limited fiscal capacity leads many local governments, especially townships, to work collaboratively with state or county actors …

Regional Travel Options 2005-06 Program Evaluation, Jennifer Dill

Regional Travel Options contracted with the Portland State University Center for Urban Studies to evaluate all program efforts over the 18-month period July 1, 2005 to Dec. 31, 2006. Services provided were shown in relationship to the Regional Travel Options program 5-Year Strategic Plan. The level of participation, satisfaction and the use of alternative travel options were measured where possible. Finally, the extent to which programs supported RTO objectives and connections to other regional goals was assessed. Results included auto-trip reductions. Recommendations for improving data collection were made. Each RTO-partner program is detailed individually in the appendices.

Regional Governance Institutions And Interlocal Cooperation For Service Delivery, Sung-Wook Kwon

Working Group on Interlocal Services Cooperation

Fragmentation of authority defines a first-order problem by creating economies of scale and positive and negative externalities in the provision of local public services. Resolving first-order problems leads to the second-order collective action problem of developing regional institutions that alter the first-order problem in a manner that improves joint outcomes. This paper investigates how regional councils of governments facilitate service cooperation by reducing transaction costs in interlocal service contracting. I focus on the role of the regional governance organizations, the characteristics of services, and political institutions while controlling for service markets and community characteristics.
