Patrons of assembly spaces have a reasonable expectation of safe and healthy indoor environments, the subject of planned efforts to ensure safety from officials ranging from politicians to building inspectors. These efforts include inspecting building fitness, management and safety governance. A key component of guaranteeing safe assembly spaces is policy enforcement, an area overlapping inspections and governance. In New York City impartial inspectors are a necessity, due to the potential for local bribery and extortion. Introduction:

This report analyzes different demographic cross-sections for cost-burdened households at various times over the study period (2000, 2010, and 2017).

Methods:

The metro areas include the Public Use Micro Areas (PUMAs) associated with following counties for New York (Rockland, Orange, Westchester, Putnam, Duchess, Nassau, Suffolk, Bronx, Kings, New York, Queens, and Richmond), New Jersey, (Passaic, Bergen, Hudson, Essex, Union, and Middlesex), and Connecticut (Fairfield). Since counties are not identified in public-use microdata from 1950 onward and PUMAs change over time, we used consistent PUMA boundaries from 2000 to 2010 (https://usa.ipums.org/usa-action/variables/CPUMA0010#description_section). Policymakers acknowledge that the food system is multidimensional and that social determinants affect diet-related health outcomes, yet cities have emphasized programs and policies narrowly connected to food access and nutritional health. This paper examines adoption of online grocery shopping, and potential cost and time savings compared to brick and mortar food retailers, by New York City public housing residents using Supplemental Nutrition Assistance Program (SNAP) benefits. A mixed methods action research project involving the co-creation of an online shopping club, the Farragut Food Club (FFC), recruited 300 members who registered to shop online using SNAP, and received waivers on delivery minimums and provided technical assistance and centralized food delivery. We conducted a survey (n = 206) and focus groups to understand shopping practices; FFC members collected receipts of groceries over two …

The COVID-19 pandemic disrupted food availability and affordability and changed the daily food practices of New Yorkers. Eleven surveys of samples of 1,000 New York City adults from March 13 through June 28 illustrate three effects on food access and food insecurity: (1) closing restaurants, schools, and other sources of prepared foods reduced access and changed shopping patterns, food expenditures, and diets; (2) economic disruption exacerbated food insecurity and increased demand for food assistance; and (3) altered food practices affected diets and health. Cities are spatially diverse, with enclaves of particular demo- graphic groups, clusters of businesses, and pockets of low-income individuals living amid affluence.

This essay presents data from New York City to illustrate the importance of measuring and addressing neighborhood characteristics that affect Sup- plemental Nutrition Assistance Program (SNAP) participation and the purchasing power of SNAP benefits: pockets of “eligible-but-not-enrolled” in- dividuals, proximity between SNAP participants and jobs, and variations in food prices across neighborhoods.

It concludes with 5 exam- ples of how addressing these community-scale issues can increase SNAP participation and food access.

Every constituency – regardless of political ideology – must analyze the effects of the election of Republican majorities in Congress and Donald J. Trump as President of the United States. This is particularly true for advocates involved in eliminating food insecurity and hunger, fighting malnutrition and health inequality, and ensuring sustainable and fair urban food systems with high quality jobs. Critical Race Theory (CRT) researchers maintain that mainstream liberal discourses of neutrality and colorblindness inherently reify existing patterns of inequality, and that privileging the voices of people of color and the marginalized is essential to addressing issues of equity and equality. Participatory budgeting (PB) aims, too, to include the voices of the marginalized in substantive policy-making. The report analyzes changes in five domains -- food retail, food insecurity and food benefits, institutional food, food and nutrition education, and diet-related health conditions -- in East Harlem from before the election of Michael Bloomberg through the first two years of the de Blasio Administration. Its goal is to assess the ways in which food environments in East Harlem have improved, stayed the same, or worsened in this 15-year period in order to inform setting food policy goals for the next 5, 10 or 15 years.

This paper describes a decision model for managing the movement of building occupants during fire emergencies. Currently available guidance from standard practice, egress modeling, codes and the re-search literature, is too general to provide much help to persons charged with the responsibility of where groups of occupants should be located given a fire scenario. The occupant movement decision model described in the paper uses three basic yes–no questions to divide building occupants into groups during a fire emergency.
