While there are many proposals for fixing congestion between San Francisco and Oakland in California by adding a new bridge or tube, these solutions will take decades to implement even though a solution is needed now. This thesis assesses sixteen different strategies for reducing congestion in the short-term in the four categories of improving transit, promoting carpooling, implementing intelligent transportation systems practices, and incentivizing alternatives to using the Bay Bridge. But a key question for these frequently cash-strapped jurisdictions is how to utilize public dollars and lands, and how to leverage incentives to obtain solar PVs. In the past, public transit agencies have not directed much energy or focus at marketing, seeking to use limited funds elsewhere. “The common perception is that money spent on marketing would be better spent on transit systems themselves…over time, a sustained investment in marketing increases the number of people who use transit. It is recommended that the City of Guadalupe prepare and implement a small-scale business expansion and retention program using existing service providers in the area. This type of program model seems to hold the most potential for Guadalupe. A mixed-methods approach including in-depth cases studies of existing economic development programs and an analysis of opportunities and constraints in Guadalupe informs a set recommendations for future economic development in the City. This paper explores two potential land use planning strategies that can be used to preserve and enhance the economic viability of agricultural operations surrounded by suburban development in Santa Barbara County’s Eastern Goleta Valley: buffers between agriculture and other land uses, and agritourism. In the case of buffers, academic literature is examined to determine how effective buffers are at various tasks (filtering runoff, mitigating dust and wind, providing habitat, etc.) and how to construct buffers to maximize their effectiveness. Current Federal, State, and local San Francisco housing policy advocates mixed-income housing as a positive approach to creating living environments for low-income families. Strategies for creating mixed-income housing environments include large-scale public housing re-development efforts, inclusionary housing policies, and the use of discretionary funding for mixed-income development projects. The study looks at the applicability of integrating a Bus Only Shoulder (BOS) into the intermittently congested segment of US 101 in southern San Luis Obispo County. Policy, infrastructure and implementing criteria derived from case studies in Minnesota, Florida and California (San Diego) and the 2007 California Decision Document on BOS are applied to conditions in the region. One measure of performance, time savings, is projected to 2025 to determine the value of integrating the program by that horizon year.
