The foreclosure crisis in the U.S. has resulted in immense economic and social losses for individuals and neighborhoods. Some neighborhoods face long-term declines in population and economic activity that have been compounded by the foreclosure crisis. How can government and non-profit organizations design responses to neighborhood distress that reflect distinctive community characteristics and are consistent with long-term policy and planning goals? In this talk, I discuss alternative decision modeling strategies that support neighborhood health. Where foreclosure responses are likely to ensure that neighborhoods remain vital places for residential housing, productive strategies may include property acquisition and redevelopment. Until 2008, there has not been a reliable measure of the social, health, and economic impact of walkable neighborhoods. This changed dramatically when scholars were able to quantify walkability, which measures how accessible daily living activities are by foot. However, most of these studies focus on mega cities, sections of cities or on random parcel data. Absent from the literature is the impacts of walkability on mid-size cities. This dissertation seeks to fill this void by examining the impacts of walkability on neighborhood housing valuation, foreclosures, vacancy rates and socio-economic composition in Louisville, KY. What We Should Have Known About The Black Vote: A Comprehensive Analysis Of Voter Turnout In Presidential Elections, Zulema T. Blair Phd

A historic increase in African American voter turnout in the 2008 presidential elections has also contributed to the overall increase in voter turnout in presidential elections, which steadily declined from 1960 through 2000. Using a logistic regression analysis for presidential years 1980 through 2000, this article re-examines why voter turnout in presidential election years take place. The traditional and well-established explanations of socioeconomic status (SES), demographics, group consciousness, mobilization, psychological orientations, and economic displacement, were regressed onto voter turnout where race is deemed insignificant. - 55 - About Face: A Perspective of Civil-Military Relations through the Lens of Principal-Agent Theory Randall D. Swain Eastern Kentucky University This essay uses the principal-agent theory to offer a framework for explaining shirking tendencies by the U.S. military in civil-military relations. Through the lens of the framework presented here, the principal-agent theory explains why shirking tendencies by the U.S. military is more likely to occur when a Republican occupies the White House, than when it is occupied by a Democrat. In August of 2004, the bipartisan 9/11 Commission released its report to much media buzz. However, when all ten commissioners reconvened in late 2005 to issue a report card on progress made on the recommendations of the Commission, they issued five Fs, twelve Ds, nine Cs, and one A minus. This article looks at independent commissions in the United States and the role they play as flak-catchers—stopgaps that assuage public fears while giving the appearance of decisive government action. This study examined the impacts of neighborhood and housing type on housing stability for formerly homeless individuals participating in Housing First projects in Louisville, Kentucky, and Cincinnati, Ohio. Both projects operate similarly except that the Louisville project has only scattered-site housing while the Cincinnati project has both project-based and scattered-site housing. The first chapter presents five key research questions that frame the study. Chapter 2 reviews literature on homelessness and policies to address this urban problem with a specific emphasis on Housing First. Since 2001, the Federal government has invested approximately $10 billion to expand broadband infrastructure throughout the nation, including various loan programs and grants authorized through Farm Bills and, more recently, the American Recovery and Reinvestment Act of 2009 (Kruger, 2012). These investments dwarf capital investments made by the top telecommunications and cable companies estimated at $50 billion per year (Federal Communications Commission [FCC], 2010, p. 18). This study found that – based on certain configurations of communities and cost considerations – it is economically viable to consolidate public safety answering points (PSAPs) in Highland Heights, Lyndhurst, Mayfield Heights, Mayfield Village and Richmond Heights, Ohio. When comparing 2012 staffing and noncapital costs to estimated staffing and noncapital costs for a consolidated PSAP, the consolidated PSAP would provide an estimated collective reduction in staffing and noncapital costs of ranging from $775,400 to $1.19 million. Pursuing An Answer: Bureaucratic And Legal Accountability In Local Law Enforcement Pursuit Policies, Casey Lafrance

Using qualitative and quantitative data obtained from 30 interviews with local law enforcement managers (12 county sheriffs and 18 municipal police chiefs), this study explores the decision-making processes used by these managers in the context of a pursuit-related accident involving an innocent third party. My findings suggest that: (1) managers most often conduct internal investigations to ensure that their officers’ behavior demonstrated adherence to the agency’s standard operating procedures; (2) managers use multiple mechanisms, including consultations with legal actors and professional peers, to keep their pursuit policies updated with regard to case law; (3) policy restrictiveness shares a positive, but …
