This project explores cities as urban ecologies of communication in which crises emerge and are given significance within the dialogic relations cultivated among public actors attempting to make a living, together, within the shared historical-cultural contexts of everyday life. To describe cities as urban ecologies of communication is to describe them in terms of urban communication and its interdisciplinary foundations in the study of rhetoric, philosophy, planning, policy, architecture, sociology, geography, and media. Collaborative governance has received considerable attention in recent years. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. In spite of this increasing popularity previous attempts to model the political, economic, and demographic determinants of collaboration have in most cases produced inconsistent results, thereby undermining the ability to generalize from such findings. Additionally, our understanding of the relational patterns that emanate from collaborative agreements remains fairly rudimentary. Metropolitan fragmentation is considered the root cause of inequality among local governments. Self-governing localities have the power to exercise zoning and land-use laws to lock up their resources, which gives them a competitive edge against their neighbors. Localities are unique in terms of their economic capacity, fiscal strength, geographic location, racial makeup of their residents and their income status. Such differences reflect into variation in preference for urban infrastructure and the capacity of local governments to provide preferred services at the lowest possible taxes and fees. Some scholars have suggested consolidating localities into large regional governments to overcome such inequalities. …

Until 2008, there has not been a reliable measure of the social, health, and economic impact of walkable neighborhoods. This changed dramatically when scholars were able to quantify walkability, which measures how accessible daily living activities are by foot. However, most of these studies focus on mega cities, sections of cities or on random parcel data. Absent from the literature is the impacts of walkability on mid-size cities. This dissertation seeks to fill this void by examining the impacts of walkability on neighborhood housing valuation, foreclosures, vacancy rates and socio-economic composition in Louisville, KY. Since 2001, the Federal government has invested approximately $10 billion to expand broadband infrastructure throughout the nation, including various loan programs and grants authorized through Farm Bills and, more recently, the American Recovery and Reinvestment Act of 2009 (Kruger, 2012). These investments dwarf capital investments made by the top telecommunications and cable companies estimated at $50 billion per year (Federal Communications Commission [FCC], 2010, p. 18). This study examined the impacts of neighborhood and housing type on housing stability for formerly homeless individuals participating in Housing First projects in Louisville, Kentucky, and Cincinnati, Ohio. Both projects operate similarly except that the Louisville project has only scattered-site housing while the Cincinnati project has both project-based and scattered-site housing. The first chapter presents five key research questions that frame the study. Chapter 2 reviews literature on homelessness and policies to address this urban problem with a specific emphasis on Housing First. This study evaluates the effect of urban freeway deconstruction on the local economy. Scholars for years debated the role of urban freeway on the local economy. Those who found a positive effect of urban freeway use national data to support their finding. However, other scholars found the effect of urban freeway on the local economy mixed. Four major questions are raised in this study: What are the key factors of the city that affect the decision to remove urban freeways?
