A Crisis Within A Crisis: Nyc Landlords Ramp Up Harassment Of Vulnerable Tenants In Wake Of Pandemic, Joseph A. Jungermann Iii

Already burdened with more sickness and death during the pandemic than other New Yorkers, low-income tenants and tenants of color are particularly vulnerable to additional harassment by landlords who seek to take advantage of the city's health and financial crisis to force them out. Brooklyn residents Delene Ahye, Dexter Lendor and Sonny Singh tell stories of their landlord, landlord agents and building manager’s harassment, which began during the pandemic’s most dangerous spikes in New York City. These forms of harassment included intimidation, abusive construction, constant buyout offers and biometrics and surveillance technology.

In summer 2017, residents of thousands of socialist-era apartment buildings in Moscow were invited to vote and decide whether their building should be included in the demolition and relocation program proposed by the Mayor’s Office. Renovation is an ongoing urban renewal plan, first announced in Moscow in February 2017, to demolish whole neighborhoods of socialist-era, five-story buildings and replace them with high-rises. The vast project affected more than 5,000 buildings with approximately a million inhabitants.

The intensification of neoliberal economic reforms and new patterns of middle-class consumption in India have coincided with rising levels of urban inequality and poverty. Yet India’s capital, Delhi, positions itself as a “world-class city,” invoking neoliberal state aspirations to justify widespread violence against communities living and working in state-contested spaces. While much has been written about the reproduction of urban inequality and poverty in India, this body of scholarship under-emphasizes mechanisms of social control and violence, specifically, criminalization by the state.

The main intellectual problem I address in this study is how everyday communication activates the relationship between creativity, conflict, and change. More specifically, I look at how the communication of creativity becomes a process of transformation, innovation, and change and how people are propelled to create through everyday communication practices in the face of conflict and opposition. Tracing Biometric Assemblages in India’s Surveillance State seeks to understand the historical conditions that rendered the nation-state of India as having the world’s largest biometric surveillance system: Aadhaar. Surveillance practices used by the British Raj mirrors the current social order of the ruling Bharatiya Janata Party (BJP), as they use surveillance to similar ends in today’s political economy, through the intersecting forces of neoliberalism and ethnonationalism. This thesis is an exploration into how India’s current surveillance regimes cultivate biometric surveillant assemblages through Aadhaar. This dissertation presents the racial-gendered lived experiences of Black women living in Toronto Community Housing (TCH; subsidized housing). This research found that Black women and their families are disproportionately faced with challenges due to barriers caused by housing policy and procedures that also affect the overall development and wellbeing of their children. It also highlights the ways in which Black women continue to thrive and survive in the face of detrimental and derelict living conditions; accomplished through community development and support initiatives, and fostering strong communities.
