In Valparaíso, Chile, there is a teeming queer presence in the streets and public spaces. Expressions of queerness can be seen in Plaza Anabel Pinto in the way in which people dress or style their hair, can be heard from the small plaza in front of the Severin Library with the voguing/kiki music blasting at nights, and is grafittied on the walls all around the city. This presence and visibility is met with violence and accompanied by precarious life situations. The urbanization project unfolding in Villa 31 in Buenos Aires is one of the largest and most well funded projects of its type. At its inception, the project sought to integrate Villa 31 with the rest of Buenos Aires. The project looked to incorporate Villa 31, a low-income neighborhood, in the city into the fabric of the bustling Buenos Aires. However, the integration project not only struggled to bring that dream to fruition, but it has largely left the needs of women in the neighborhood unmet. Despite Chilean government efforts to eradicate campaments, or informal settlements, the number of campamentos has drastically increased in the recent years. These informal settlements originate from the urban migration in 1940-60, but persist today due to the difficulty to access affordable housing and the lack of appeal of social housing projects. To be considered a campamento, there must be eight or more families living on unregulated land without at least one of the three basic services: electricity, potable water, or a sewage system. The investigation is grounded in the theory of marginality in Latin America, a theory that argues that the development and industrialization of Latin America in relation to the global north concentrated power in a small but dominant upper class and created social, political and most importantly economic systems that perpetuate the internal and external domination of the region. In Madagascar, legal systems of land tenure have been inaccessible for the vast majority of the rural population. This has stranded millions of subsistence farmers in a sense of insecurity, as they lack legal rights for the property that they have farmed for generations. Madagascar’s land reform, launched in 2005, attempted to change these exclusionary tenure practices. This reform —known as the Plan National Foncier—created land certificates and local land offices in an attempt to make legal land tenure financially, geographically, and logistically accessible to the local population.
