Who Wins And Who Loses? How Gentrification Caused By Public Transportation Is Felt Differently Across Race, Rosina Shipman

When does a public good become harmful? And who does it harm? To tackle these questions I take a detailed look at how public transportation affects housing prices. Public transportation is a common good utilized by people of all different socioeconomic levels, but scholars have found that the presence of a new public transportation stop can be a catalyst for gentrification, raising housing prices and displacing previous residents. While this positive relationship between housing prices and public transportation is well documented, there is a lack of literature on how gentrification, caused by public transportation, affects neighborhood-housing prices across race. The Cully neighborhood is situated in the Northeast quadrant of Portland, Oregon. It is 2.75 square mile plot of land and home to roughly 13,000 people. In addition to being one of the most diverse neighborhoods in Portland, it is the most densely populated, with the smallest amount of parkland per capita. Over the last two decades, home value has increased 203% in Cully, compared to a 90% citywide increase. Amidst these development trends are stories of incredible resilience, resistance and activism from the affected community. This thesis demonstrates that New Urbanism is both an advisable and feasible method for reducing carbon emissions to mitigate global climate change. New Urban areas commonly generate lower carbon emissions compared to conventional suburban development due to lower car use and higher levels of walking and use of other forms of transportation. Economic and political feasibility of New Urban development is determined by analyzing case studies, housing price premia, financing, and fiscal impact. This paper builds on a dialogue between barrio planners and municipal planners on spatial and economic changes in San Francisco’s Mission District. The Mission is a predominantly Latino neighborhood with vibrant streets that have reflected and been transformed by the investments and displacement of recent decades. Though the Mission has seen tremendous upheaval with the influx of new capital and communities, this paper contends that efforts of community members shaped the development of the neighborhood with street-level planning expertise. Over the next decades, green infrastructure initiatives such as tree planting campaigns, and ecological restoration will dramatically change the species composition, species distribution and structure of urban forests across the United States. These impending changes are accompanied by a demand for urban public spaces where people can engage in practices such as gleaning, gardening, and livestock production. This article analyzes the institutional framework that undergirds efforts in Seattle, Washington to normalize the production and use of edible landscapes.
