Redistributing Power In Mississippi: The Reversal Of Section 4 Of The Voting Rights Act, Gloria J. Billingsley, Sylvester Murray

Recently, the U.S. Supreme Court declared Section 4 of the Voting Rights Act of 1965 unconstitutional, essentially defanging preclearance requirements of Section 5 and leaving racial and other previously disenfranchised minorities unprotected. Using social contract theory as the theoretical framework, empirical field study research was used to examine whether the Voting Rights Act has achieved the results in Mississippi that the Supreme Court’s decision to revoke Section 4 has assumed. Data were collected on race-specific voter registration and voting data, measures of vote discrimination, litigations and Mississippi legislative activity regarding voting rights. Paradoxes Of Democratisation: Environmental Politics In East Asia, Mary Alice Haddad

This chapter examines environmental politics in four polities that run the full spectrum of political regimes: mainland China (authoritarian), South Korea and Taiwan (newly democratic), and Japan (mature democracy). The chapter argues that variation in environmental politics in each place resulted primarily from the timing of their environmental movements, with subsequent movements learning from predecessors and gaining increasing access to global NGO networks. Paradoxically, when environmental movements became linked to democratization movements (in South Korea and Taiwan), they also became linked to political parties, which hindered access to government policymaking when non-allied parties were in power.

African cities are currently experiencing some of the highest population growth rates in the world. Accompanying this growth is constant and continuing pressure on national and local governments to develop political and institutional structures that respond to the multiple demands this demographic change provokes in relation to service delivery, economic development and social wellbeing. In response to these challenges, national governments are reviewing the political and administrative structures of their capital cities, sometimes recentralizing authority. This paper examines the impact of media reporting to crime and criminal court proceeding in Tanzania in the light of exercising the legitimate right to freedom of expression by the press, on one hand and the accused rights to presumption of innocence and fair trial on the other hand. Transnational Models Of Citizen Participation: The Case Of Participatory Budgeting, Yves Sintomer, Carsten Herzberg, Anja Roecke

This article pursues two main objectives. First, it provides a transnational overview and analysis of participatory budgeting, which has been central to the literature on democratic innovations in citizen participation. Second, it combines this broad empirical project with a theoretical approach based on the construction of ideal-types in the Weberian tradition. Namely, it presents six models of citizen participation: participatory democracy, proximity democracy, participative modernization, multi-stakeholder participation, community development and neo-corporatism. Although these models have evolved from participatory budgeting and the European context, it is our contention that they can help us to understand the socio-political and ideological dynamics, contexts …

As ongoing, financial crisis has kept millions in precarity - and over 40% of Spain's youth unemployed - mass mobilizations of the country's indignados have continued to fill the country's streets and plazas. Nearly one year after the original 15M demonstrations, city-wide occupations have triggered a profusion of more localized and issue-based assemblies. Beyond the plazas, squatter-activists of Barcelona's decades-old “okupa movement” have helped to facilitate the continuation of these dialogues by offering space within dozens of pre-existing squats and even opening new sites to host such interactions. Nonpunctuated And Sweeping Policy Change: Bhutan Tobacco Policy Making From 1991 To 2009, Michael S. Givel

This paper examines policy outputs associated with the 2004 Bhutan antitobacco law, including 2009 amendments, to determine if the law is congruent with punctuated equilibrium or social policy realism theories of policy change. There was no direct and sudden tobacco policy output change in Bhutan due to a shock to the policy system contrary to what punctuated equilibrium theory would predict. Rather, policy change was sweeping but nonpunctuated. This paper reconfirms prior findings of social policy realism theory that various and complex policy output patterns occur due to a mixture of contingent and complex factors.
