This paper addresses the increasing vulnerability that coastal communities face regarding climate crises and rising sea levels. Specifically, this paper investigates the environmental crises facing Charleston, South Carolina, and New York City. The geographical location of these cities places a more severe threat upon their environment, as opposed to urban collectives removed from the immediate effect of rising sea levels. This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). Property taxation in the United States is a critical issue warranting examination because it involves the directed distribution of government costs and benefits for citizens. The central question exists: Why are Illinois’ property taxes so high? Path dependence was explored as a theory to explain Illinois’ property tax reliance issues, asserting that as local governmental units in the State face budget limitations, they find alternative revenue streams. While suburbs accounted for 83% of the nation’s growth between 1950 and 1970, cities bled their populations and natural resources dwindled. Treating the postwar era as a critical juncture, this thesis examines the political history of twentieth-century state land use policy to illuminate how competing interests have shaped policy outcomes across the United States. This dissertation explores Black political participation in the United States. I argue there is a relationship between Black political participation and trust in government, political efficacy, group consciousness, linked fate, political knowledge, and desire to engage in social activism. This argument draws on research on political participation, group identity, and political behavior and attitudes within the Black community.

A mixed-method approach was used in the study. Data was collected from Blacks across the country via an original survey and interviews. The data analysis chapter determined some support for the theoretical framework, albeit aspects of the model were rejected. Results determined …

Once the apartheid system in South Africa ended in the early 1990s, spatial planning in Cape Town needed to be reassessed to address its historically-racialized use. Led by city planners, this assessment resulted in the 1996 Municipal Spatial Development Framework (MSDF) Technical Report. Yet, there ended up being a disconnect between planning and implementation, and by the late 2000s, economic growth and development had largely remained in the historically-white areas of the city. Meanwhile, historically-Black neighborhoods and communities of color remained systemically neglected. In 2012, a new MSDF was approved to address the shortcomings of these efforts. With its roots in the administration of Michael Bloomberg, the site is representative of neoliberal ideology. It is also one in which cultural production is central. This thesis examines the role played by city-level governments in determining the availability of housing within their locale. I propose an overarching hypothesis that features of government which provide greater opportunity for the public to influence their local governments will lead to a decreased availability of housing. This hypothesis is tested over the course of two chapters. First, through an analysis of cities throughout California, the effect of different structural features of government are tested against several dependent variables which measure housing availability in a series of linear regressions. A fundamental policy choice in economic development among local policy makers is the appropriate mix of “outside” strategies that use incentives to attract companies, and “inside” strategies that invest in smaller and local businesses. The purpose of this thesis is to describe and analyze the South Carolinian eviction crisis from the perspective of radical geography. South Carolina was chosen for the severity of its crisis and the lack of research at a sub-state level. Court records of eviction filings from 2019 were geocoded and tested for spatial clustering, which was clearly visible. Plaintiff names were used to identify the most frequent filers and distinguish landlords by type. At the census tract level, eviction filing counts were compared with neighborhood characteristics using negative binomial regression, and most were found to be significant in South Carolina. …

Why are the rents so high? Who is responsible for homelessness, for urban and rural displacement? How can these problems be combatted?

Recent literature addressing these questions has pointed to gentrification and the financialization of land and housing, faulted financialized landlords, hedge funds, and the irredeemable logic of finance, and pointed to the importance of land and housing regulation to prevent displacement.

However, theories of displacement—in both land and housing, on both urban and rural terrain—suffer from a lack of an underlying theory of the logic, tendencies, and limits of ground rent extraction in capitalism.

Role Of Municipal Governance In Stabilizing Mature Inner Suburbs: A Study Of Five St. Louis Municipalities 1970-2015, Napoleon Williams Iii

This study explores the role of municipal governance in municipal-level stabilization of inner suburbs in St. Louis County, Missouri. The data, from 1970 to 2015, include a robust collection of official government archives collected from five municipalities in St. Louis County, historical documents, city-state-national statistical data, and related materials. Interviews of 25 stakeholders were conducted and data were analyzed based on the community power structure framework.

I outline five mature St. Louis inner suburbs’ evolution in municipal-level conditions from 1970 to 2015, and I detail the role each suburbs’ municipal governance played in the evolution of municipal-level conditions. I conclude, …
