Research and development in Connected Vehicles (CV) Technologies has increased exponentially, with the allocation of 75 MHz radio spectrum in the 5.9 GHz band by the Federal Communication Commission (FCC) dedicated to Intelligent Transportation Systems (ITS) in 1999 and 30 MHz in the 5.9 GHz by the European Telecommunication Standards Institution (ETSI). Coastal resiliency is becoming significantly more critical to the livelihood of coastal communities as the frequency and intensity of storm events increases and is exacerbated by rising sea levels due to climate change. In October 2012 Superstorm Sandy impacted the New York-New Jersey area costing over $70 billion in storm damages and 147 lives lost, as storm surges surpassed record highs for the region. This dissertation investigates three applications of emerging technologies for urban trans- portation. In the first chapter, we design a new market for fractional ownership of au- tonomous vehicles (AVs), in which an AV is co-leased by a group of individuals. We present a practical iterative auction based on the combinatorial clock auction to match the interested customers together and determine their payments. In designing such an auction, we con- sider continuous-time items (time slots) which are defined by bidders, and naturally exploit driverless mobility of AVs to form co-leasing groups. More than a quarter of the world’s population lives in informal settlements which house a rapidly growing proportion of the inhabitants of cities in sub-Saharan Africa, such as Accra, Ghana, and in the Global South more generally. However, scholars have shown that the urban planning and urban redevelopment strategies that affect these settlements are top-down in character with minimal resident participation. The purpose of this dissertation is to gain a deeper understanding of water elites’ perceptions of water security in the MENA region. It is not meant to generalize the findings. Instead, the intention for the research is to identify, explain, and analyze by national elites' contrasting perceptions in Jordan, Iraq, Egypt, and Tunisia.

As ecosystem engineers, beavers construct complex riparian and wetland habitats that benefit many other species, including endangered salmonids. Through their landscape alterations, beavers also promote increased groundwater recharge and provide refugia during wildfires and high flow events by impounding water and allowing it to spread across the landscape. Prior to the North American colonial fur trapping campaigns, there were between 60 and 400 million beavers in North America. By the beginning of the 20th century, beavers were extirpated from many parts of the continent, however through human efforts, their population has since rebounded to between 10 and 15 million. The …
