Rezoning, Real Estate, And The Dynamics Of Displacement In Inwood, Damaly Gonzalez

This thesis asks how New York City’s rezoning process combine with the dynamics of real-estate sales to create displacement pressures for low-income communities of color. A case study of the recent rezoning of Inwood, a neighborhood in upper Manhattan, in August 2018, will help to illustrate these dynamics. Through an analysis of building sales and extreme rent inflation embedded in a historical and contemporary analysis of zoning and the influence of real-estate developers and owners on these processes, this thesis paints a dire picture of the risks faced by the mostly-Dominican-American renters in Inwood. With reduced hours, decaying infrastructure, and precariously positioned staff, local public libraries provide much needed services in cities devastated by inequality and slashed safety nets. In this article, I draw on ethnographic research of a small public library in a diverse, mostly working class neighborhood in Queens, New York. I show that in addition to providing an alternative to the capitalist market by distributing resources according to people’s needs, the library serves as a moral underground space, where middle class people bend rules to help struggling city residents. This project centers the multi-generational familial relationships between system-impacted Black women, mapping and uncovering the ways in which incarceration and practices of punishment impact, shape, hurt, and displace Black femme lineages. Through a qualitative lens and a specific focus on the current social and political landscape of Los Angeles, this dissertation examines the ways Black women are impacted by carceral ideology; from punitive definitions of Black womanhood, to the surveillance on Black femme familial intimacy and the rupture of Black women’s sense of home and place. The urbanization project unfolding in Villa 31 in Buenos Aires is one of the largest and most well funded projects of its type. At its inception, the project sought to integrate Villa 31 with the rest of Buenos Aires. The project looked to incorporate Villa 31, a low-income neighborhood, in the city into the fabric of the bustling Buenos Aires. However, the integration project not only struggled to bring that dream to fruition, but it has largely left the needs of women in the neighborhood unmet. Despite Chilean government efforts to eradicate campaments, or informal settlements, the number of campamentos has drastically increased in the recent years. These informal settlements originate from the urban migration in 1940-60, but persist today due to the difficulty to access affordable housing and the lack of appeal of social housing projects. To be considered a campamento, there must be eight or more families living on unregulated land without at least one of the three basic services: electricity, potable water, or a sewage system. This paper aims to explore why some suburbs adopt land use policies that encourage exclusivity and segregation, meanwhile others adopt land use policies that encourage inclusivity and integration. Specifically, I analyze the social, economic, and political factors that motivate the adoption of certain land use policies. This research extends Charles Tiebout’s public choice theory in conjunction with Michael Danielson’s theory on local government autonomy over land use regulation. These theories combine to explore the understudied relationship of median voter pressure on local government to explain how political actors adopt policies motivated by pressure from from residents, or median voters. After successfully organizing around preserving Cabrillo Park in Upland and feeling a lack of local political representation, Irmalinda Osuna ran for Upland City Council in the 2018 midterm elections. As one of the many female candidates in the 2018 elections, Irmalinda led a grassroots, community-led political campaign in which she advocated for environmental justice and the preservation of parks, a more inclusive community, increased civic participation, a more efficient use of technology in politics, and support for small businesses.

In 2017, 1.3 million fires in the U.S. caused 3,400 deaths, 14,600 injuries, and $23 billion in loss. Vulnerable populations are less resilient due to their lack of adequate access to financial, medical, and community resources as well as their propensity to reside in substandard housing. This plan studies the impacts of Richmond’s residential fires (2015-2017) on vulnerable communities within the city. Its purpose is to provide an understanding of where fires occurred in vulnerable communities and to recommend actions for prevention education.
