The Living Cities Integration Initiative (TII) began in 2011 as a three-year program to accelerate local initiatives promoting greater economic inclusion in five cities across the country. In Cleveland, Ohio, the TII was known as the Greater University Circle (GUC) Community Wealth Building Initiative and was part of the more comprehensive Greater University Circle Initiative (GUCI) between 2011 and 2013. The GUCI began in 2005 and will continue beyond TII. This report will refer to the three-year Living Cities program as the GUCI/TII. What Works in Economic Development reviews evaluation literature relevant to economic development strategies. While economic development programs are difficult to evaluate, the literature reveals important information about the level of success achieved by various programs. It also demonstrates how positive results can be realized. A “what works” matrix follows the review of the evaluation studies. The matrix highlights the significant findings and key lessons that can be learned from this work.

The Ohio New Establishments Dynamics data (O-NED) is a new data set, developed by the College and Center. O-NED tracks employment and number of establishments for establishments that first started employing people between the 2nd quarter of 1997 and the 1st quarter of 2008. The report “New Establishment Dynamics: Business Formation and Survival Trends in Ohio” summarizes how trends in employment growth and establishment survivorship differ across sectors of the economy and various regions of Ohio. This report describes the findings from the third study of Dashboard indicators using the framework that was developed in the previous two studies. The framework resulted in a set of indicators that explains the dynamics of regional economic growth for large and mid-sized metropolitan areas in the United States. The objective of this study is to continue monitoring the performance of Northeast Ohio metropolitan areas over time and in comparison to other metropolitan areas across the United States.

The objective of this study is to continue monitoring the economic performance of Northeast Ohio’s (NEO) metropolitan areas over time and in comparison to other metropolitan areas across the United States, particularly leading metropolitan areas and other large metro areas located in the Midwest. The study monitors economic conditions prior to the current recession. This fourth study of dashboard indicators describes the findings using the framework that was developed in previous studies. It uses the same four measures of economic growth and nine dashboard indicators and their underlying variables for 136 metropolitan areas with population between 300,000 and 3.5 million. …

In recent years, small-business lending has been discussed widely among the commercial banking community, a reflection of both the growing relative importance of small businesses to the U.S. economy and the fact that large companies have developed the ability to access capital markets directly for debt and equity financing. Although their market share in small-business lending has been eroded in recent years by competition from depository and non-depository financial institutions, commercial banks remain the most frequently used source of financing for small businesses. This report describes the results of an in-depth market assessment study conducted for the Finance Fund by the Center for Economic Development and the Center for Housing Research and Policy at Cleveland State University’s Levin College of Urban Affairs. The Finance Fund, located in Columbus, Ohio, is a statewide nonprofit financial intermediary.
