In the years following UNESCO’s conferral of the World Heritage title to the historic zone of Valparaíso, the residential neighborhoods of Cerro Alegre and Cerro Concepción underwent a drastic process of gentrification. Private investors hoping to profit from increased tourism flows pumped capital into the sector in the form of restaurants, cafes, and hotels. As result, residents were gradually expelled due to higher rent prices and an overall increase in cost of living.

This study will explore the relationships between corporate funding partners, nongovernmental organizations (NGOs), and the communities they work in (through the lense of community associations). Specifically I will examine the relationship between the NGO Instituto Povo do Mar (IPOM), the Associação dos Moradores do Serviluz (AMS), and the state controlled oil corporation PetroBras. PetroBras operates a refinery known as the Refinaria Lubrificantes e Derivados do Nordeste ( Lubnor ) within the neighborhood Serviluz, in Fortaleza, Ceara, and has become involved financially and socially in the neighborhoods surrounding the Lubnor . This investigation explores the relative success of Chilean housing policy in addressing and resolving the country’s urban slums. The investigation is grounded in the theory of marginality in Latin America, a theory that argues that the development and industrialization of Latin America in relation to the global north concentrated power in a small but dominant upper class and created social, political and most importantly economic systems that perpetuate the internal and external domination of the region. Several of Ulaanbaatar’s current issues are directly related to Ulaanbaatar’s sprawling Ger District. The Ger District is home to approximately 736,000 residents, 61% of Ulaanbaatar’s population (Galimbyek, 2015). The significant growth in Ulaanbaatar is shown by its 52.8% of residents who were born outside of the city, the majority of migrants moving into the Ger District due to a lack of housing. (Chilkhaasuren & Baasankhuu, 2012). The development of Ulaanbaatar has not kept up with the rapid growth leading to inadequate infrastructure in much of the Ger District.
