In this paper David Harvey explores the existing relation between the problem of surplus capital allocation and the increasing transformations of urban space. The paper, written before the world economic …

The Revitalization Of Older Industrial Cities: A Review Essay Of Retooling For Growth, Timothy J. Bartik
The Revitalization Of Older Industrial Cities: A Review Essay Of Retooling For Growth, Timothy J. Bartik
Upjohn Institute Working Papers
This review essay debates the policy issues raised by the book Retooling for Growth: Building a 21st Century Economy in America's Older Industrial Areas, edited by Richard M. McGahey and Jennifer S. Vey (Brookings Institution Press, 2008). I argue that the main rationale for adopting policies to revitalize older industrial cities is to improve the per capita earnings of urban residents. Therefore, urban economic development policy should be seen as urban labor market policy. Increasing city residents' earnings requires progress on two fronts: increasing metropolitan labor demand; increasing the quantity and quality of the effective labor supply of city residents …

This report examines the four central cities in Northeast Ohio – Akron, Canton, Cleveland, and Youngstown — in the context of their metropolitan areas. A central city is the largest or most important city of a metropolitan area. A metropolitan area combines a large city with adjacent urbanized areas and peripheral areas that are closely bound to the center with strong ties to commuting, commerce, and a common labor market.
Determinants Of Historic And Cultural Landmark Designation: Why We Preserve What We Preserve, Douglas S. Noonan, Douglas J. Krupka
Determinants Of Historic And Cultural Landmark Designation: Why We Preserve What We Preserve, Douglas S. Noonan, Douglas J. Krupka
Douglas S. Noonan
There is much interest among cultural economists in assessing the effects of heritage preservation policies. There has been less interest in modeling the policy choices made in historic and cultural landmark preservation. This paper builds an economic model of a landmark designation that highlights the tensions between the interests of owners of cultural amenities and the interests of the neighboring community. We perform empirical tests by estimating a discrete choice model for landmark preservation using data from Chicago, combining the Chicago Historical Resources Survey of over 17,000 historic structures with property sales, Census, and other geographic data. The data allow …

This report describes the findings from the third study of Dashboard indicators using the framework that was developed in the previous two studies. The framework resulted in a set of indicators that explains the dynamics of regional economic growth for large and mid-sized metropolitan areas in the United States. The objective of this study is to continue monitoring the performance of Northeast Ohio metropolitan areas over time and in comparison to other metropolitan areas across the United States.

The objective of the entrepreneurship Confidence Survey is to assess the entrepreneurial climate and entrepreneurs’ confidence in their ability to start and sustain a business in Northeast Ohio. This is the third year that the survey has been conducted, and the intention is to continue conducting the survey annually for the next several years to identify trends that might emerge. The survey has been constructed to measure respondents’ perceptions regarding several issues, including access to capital, workforce supply, information provided by educational institutions and business support organizations, networking opportunities, government responsiveness, attitudes toward entrepreneurs, adequacy of infrastructure, quality of life, …

Phase Ii Florida’S Ocean And Coastal Economies Report, Judith T. Kildow Dr
Publications
Phase II of Florida’s Ocean and Coastal Economics Report was prepared for the Florida Oceans and Coastal Council and funded under contract #RM077 by the Florida Department of Environmental Protection. The Phase I report of Florida’s Ocean and Coastal Economies provided basic information that the NOEP compiles for all coastal states about employment, wages and output of those activities located geographically along Florida’s shoreline (Coastal Economy) as well as those activities directly dependent upon the oceans (Ocean Economy). That information not only described the status and trends of Florida’s Coastal and Ocean Economy but allowed comparison to economies in other …

Portland Me: Affordable Housing V. Open Space, Patrick Wright, Brett Richardson, Richard Barringer
Planning
Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. It highlights the need for champions within local government when a project evokes competing interests. It demonstrates the extent to which “words matter” to policy outcomes, and who …

Regional competitive advantages can be created by deploying processes, product innovations, and/or improving the performance of companies. The concept of increasing returns to scale due to technology advances and the modern growth theory suggest that knowledge spillovers are passed through networks of people. Dense co-location of companies different from industries in large urban areas creates an environment for deploying new knowledge and increasing productivity of companies. Although the presence of mature industries is more often considered to be a burden than a resource of regional growth, a fair judgment about their true influence on economic development can be made if …

Concentración Urbana: El Papel De La Competición, Jason Peuquet
Independent Study Project (ISP) Collection
In the year 1996 economists Paul Krugman and Livas Alizondo published a study addressing the correlation between the degree to which a country’s economy is open to foreign pressures and competition and the degree to which the country experiences the phenomenon of urban concentration. However, in 2003 another economist, Olga Alonso-Villar published another study that presents evidence against Krugman and Elizondo’s argument. This study states that after an extended period of time, during which an economy has been closed to foreign pressures and competition, such as Chile and other Latin American countries during the era of import substitution industrialization, when …

The Lt. Governor Encourages Lawyers To Take Advantage Of State Resources To Aid Ohio's Economic Development, Lee Fisher
The Lt. Governor Encourages Lawyers To Take Advantage Of State Resources To Aid Ohio's Economic Development, Lee Fisher
Law Faculty Articles and Essays
For the last several months, my colleagues and I at the Ohio Department of Development have been focused on the formation of a statewide economic development strategy that will establish our priorities and guide our future decisions. Ultimately this strategy will serve as an economic development plan for Ohio that will be led primarily by the Ohio Department of Development, along with the Governor's office and other state agencies and departments. With full implementation, our strategic plan will not only guide Ohio's long-term investments, but will also help guide our daily decisions.

Federal Economic Development Funding In Ohio: Survey Findings, Afia Yamoah
All Maxine Goodman Levin School of Urban Affairs Publications
The objective of the survey on federal funding for economic development was to assess some of the challenges facing county governments in the state of Ohio as they attempt to access federal funding for economic development purposes. Federal funding is important to local governments because it is a significant resource to communities that are able to secure such grants. Competition for federal grants is usually very strong due to limited funds and counties have to be well equipped if they are to be successful in receiving grants. Local governments should know about the availability of funds and should have access …
On Being Stuck: Looking For The Limits Of Ethics In The Built Environment, Robert Kirkman, Douglas S. Noonan
On Being Stuck: Looking For The Limits Of Ethics In The Built Environment, Robert Kirkman, Douglas S. Noonan
Douglas S. Noonan
We seek here to lay the groundwork for a multi-disciplinary inquiry into one aspect of the phenomenology of moral experience, which is a general project of elucidating what it is like for people to make ethical decisions in particular contexts. Taking urban and suburban environments as the context for decision making, we focus in particular on the common human experience of being stuck. Just as a person can get physically stuck while trying to crawl through a hole that is too small, people can get ethically stuck when some feature of their relationship with their context blocks or deflects their …

Empowerment Zones, Neighborhood Change And Owner-Occupied Housing, Douglas J. Krupka, Douglas S. Noonan
Douglas S. Noonan
This paper examines the effects of a generous, spatially-targeted economic development policy (the federal Empowerment Zone program) on local neighborhood characteristics and on the neighborhood quality of life, taking into account the interactions amongst the policy, changes in neighborhood demographics and neighborhood housing stock. Urban economic theory posits that housing prices in a small area should increase as quality of life increases, because people will be more willing to pay to live in the area, but these changes in prices and quality of life will also affect the demographics of the population through sorting and the housing stock through reinvestment. …

The primary goal of the Northeast Ohio Barometer of Economic Attitudes (NEO Barometer) is to provide meaningful information about what the public knows and perceives about the region. The Barometer is designed to provide a reliable and objective opinion-gauge of the people in Northeast Ohio. Since 2004, it has been tracking the public’s perception of the region’s general economic development progress, as well as opinions on regionalism and economic development initiatives. The 2008 survey added a new section that begins to track public perceptions about the importance of education, to inform strategies for addressing the persistently low levels of educational …

Hedonic Housing Prices In Ciudad Juarez, Karen P. Fierro
Open Access Theses & Dissertations
Studies of the valuation of housing attributes abound. Empirical studies of this nature for Latin America and Mexico are less common. This study utilizes data for 175 new houses in Ciudad Juarez to estimate a hedonic pricing model. All units in the sample were completed and sold between November 2006 and April 2007. For each house, a total of fourteen characteristics, both structural and locational, are employed as explanatory variables. Empirical results indicate that the structural characteristics play a bigger role than the neighborhood amenities. Surprisingly, neighborhood parks are found to lower housing values
