Solving The Many Problems With Inner City Jobs, Timothy J. Bartik

Inner-city business development is often proposed as a solution to inner-city poverty. However, research evidence suggests that creating new jobs in the inner city is unlikely by itself to significantly increase the employment or earnings of the inner city poor. Public subsidies for inner city business development may be justified by greater environmental, congestion, and fiscal benefits of inner city vs. suburban business location decisions. The research evidence suggests that some boost in inner city business development may be provided by a combination of economic development incentives with enhanced public services. The town of Yarmouth currently has a $30 million septic sludge treatment plant and transport lines in place. The vast majority of the dwellings and businesses in the Hyannis Park area are on septic systems that are viable and Title 5 compliant, regardless of age. Conventional, "non-failing" septic systems, however, were never intended to remove form their effluent nutrients such as nitrogen. These have become recognized as an environmental threat only as our understanding of the impacts of excess nutrients on ecosystems has increased in recent decades.

"The excellent and comprehensive front-page story on the Providence Renaissance by Bill Van Sicen in Sunday's Providence Journal of May 21, 2000, nicely brought together all of the exciting development from the recent past, the present, the planned future and the vision of what the long-term future might be for the capital city's center. And the map, which depicted the location of these 18 development sites, was impressive in the sense that so much of the downtown and nearby areas have been and will be affected by this development. This study describes the impact of GRC on the State of Ohio and on Northeast Ohio, where GRC is located. Northeast Ohio includes the eight counties in the Akron and Cleveland metropolitan areas.1 This report is an expansion and update of an earlier study, published in February 1996.2 As before, this study employs two methods to determine GRC’s influence on the state and local economies. Changes in the economy--at the local, regional, state, and national levels--as well as technological advances have altered how and where people work, which has brought attention to the issue of workforce development. Many public and private entities, Chambers of Commerce among them, now engage in some form of workforce development. This report examines a number of such efforts to determine the “best practices” of workforce development for Chambers of Commerce.
