Catalysts And Impediments To Tax Increment Finance In Tulsa’S Historical African American Neighborhood, Bria A. Dixon

This thesis assesses how Tulsa, Oklahoma grew to utilize tax increment financing (TIF) to produce economic activity in Tulsa’s historic downtown area. Specifically, how the creation, history, and maintenance of ONEOK Field, a $60 million, 6,000-seat sports venue in Tulsa’s historically African American neighborhood became the catalyst for Tulsa’s current TIF policy. In examining the fiscal outcomes of ONEOK Field, this thesis finds implications for inequitable investment in and around Tulsa’s Greenwood TIF district

A Defense And Expansion Of The Theory Of Capitalist Ground Rent: Speculation, Securitization, And Struggles Over Land And Housing, Francesca Manning

Why are the rents so high? Who is responsible for homelessness, for urban and rural displacement? How can these problems be combatted?

Recent literature addressing these questions has pointed to gentrification and the financialization of land and housing, faulted financialized landlords, hedge funds, and the irredeemable logic of finance, and pointed to the importance of land and housing regulation to prevent displacement.

However, theories of displacement—in both land and housing, on both urban and rural terrain—suffer from a lack of an underlying theory of the logic, tendencies, and limits of ground rent extraction in capitalism.

Global public housing authorities in state versus market capitalism take different approaches to provide housing for multicultural demographics. This capstone project looks at that of New York City and Singapore as case studies of ideologies of welfare, multicultural national identity and public policies representative of their political economies. With special attention paid the spatial relations of ethnic enclaves in both urban environments, focus is placed on a social, lived experience shaped by both 'productivist' versus 'cynical' ideology and privatization versus state authoritarianism. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. The promotion of homeownership opportunities represents an important approach used by localities to support the revitalization of deteriorated urban neighborhoods. Homeownership is associated with a variety of social and economic benefits to the homeowner including increased residential stability and equity accumulation. The introduction of new homeownership opportunities into a deteriorated urban neighborhood as part of local public policy is intended to capitalize upon the anticipated positive social and economic outcomes.
