This paper reports a case study on community-oriented public library programs in a metropolitan Texan city. A main purpose of the paper is to report the findings from this explorative case study on the relationship of a public library system with its communities from a community resilience perspective. The study is a part of a research project aiming at creating empirically-based knowledge on the role of public libraries in forming community resilience. The description of specific library programs is a basis for further study of the mechanisms contributing to community resilience. The beautiful port city of Valparaíso, Chile is home to 42 colorful hills that overlook the Pacific Ocean. This unique city, however, is also home to multiple disasters, including urban and forest fires, tsunamis, landslides and earthquakes. This descriptive study explores the case of the 2014 “mega-fire” that destroyed 3,000 homes and affected the lives of 11,000 residents. Through five semi-structured interviews and the review of several academic and official documents, the present study analyzes the process of post-disaster reconstruction, seeking to understand the habitability and the resiliency of the reconstructed houses and neighborhoods. In 2017, the City of Monroe Planning Commission decided to update its Comprehensive Plan, last amended in 1986 and sought technical support. In addition to developing a Buildable Lands Inventory, Housing Needs Analysis, and Economic Assessment to support the comprehensive plan update process, Constellation Planning created a Field Guide as an interactive resource to be used for long range planning processes in Monroe, recognizing an opportunity to increase planning capacity.

At its inception, the project sought to integrate Villa 31 with the rest of Buenos Aires. These informal settlements originate from the urban migration in 1940-60, but persist today due to the difficulty to access affordable housing and the lack of appeal of social housing projects. After successfully organizing around preserving Cabrillo Park in Upland and feeling a lack of local political representation, Irmalinda Osuna ran for Upland City Council in the 2018 midterm elections. As one of the many female candidates in the 2018 elections, Irmalinda led a grassroots, community-led political campaign in which she advocated for environmental justice and the preservation of parks, a more inclusive community, increased civic participation, a more efficient use of technology in politics, and support for small businesses.

Institutions of higher education are increasingly engaging with communities through service-learning projects to provide students with practice in their chosen fields and assistance to communities. By now, such efforts have been described in a growing body of literature. However, little has been reported on the perspectives and experiences of community members. The purpose of this phenomenological study is to capture and understand the perceptions and experiences of community members who participated in a two-year service-learning project, with the goal of sharing lessons to improve university-community engagement relationships and practices.
