Bicycling is a method of tourism transportation that is healthy, non-invasive, environmentally responsible, and economically sustainable. It allows freedom, mobility, and sightseeing potential that is not made possible by other modes of transit. Thousands of bicycle tourists travel from all over the globe annually to explore California on touring bikes via established cycling routes and robust determination. More efficient technologies, state laws as well as environmental, social, and political pressures have all contributed to placing solar acquisition on the agenda for California’s public entities over the last half decade. But a key question for these frequently cash-strapped jurisdictions is how to utilize public dollars and lands, and how to leverage incentives to obtain solar PVs. It is recommended that the City of Guadalupe prepare and implement a small-scale business expansion and retention program using existing service providers in the area. This type of program model seems to hold the most potential for Guadalupe. A mixed-methods approach including in-depth cases studies of existing economic development programs and an analysis of opportunities and constraints in Guadalupe informs a set recommendations for future economic development in the City. Statement of Problem

Revitalization of downtowns across America continues to be challenged by the shift to the suburbs. The barriers to integrating large-scale retail in a small, medium, and large city downtown were examined.

Forces of Data

The System View Planning Theory (Taylor, 1998) guided the study of city planners’ and consumers’ perceived barriers to integrating large scale retail into the downtown. In order to ascertain the barriers to integrating large-scale retail into the downtown intercept-surveys with consumers (n=30, responded to the intercept survey in each city) and interviews with city planners were conducted.
