Role Of Municipal Governance In Stabilizing Mature Inner Suburbs: A Study Of Five St. Louis Municipalities 1970-2015, Napoleon Williams Iii

This study explores the role of municipal governance in municipal-level stabilization of inner suburbs in St. Louis County, Missouri. The data, from 1970 to 2015, include a robust collection of official government archives collected from five municipalities in St. Louis County, historical documents, city-state-national statistical data, and related materials. Interviews of 25 stakeholders were conducted and data were analyzed based on the community power structure framework.

I outline five mature St. Louis inner suburbs’ evolution in municipal-level conditions from 1970 to 2015, and I detail the role each suburbs’ municipal governance played in the evolution of municipal-level conditions. I conclude, …

Through the case study of San Francisco, CA’s Mission District, this research project addresses how community-based affordable housing development is operationalized to rehabilitate communities and neighborhoods experiencing effects of gentrification, mass displacement, and cultural dilution. This project reconsiders post-World War II neighborhood change by examining how various groups in Buffalo, New York conceptualized, experienced and produced the West Side as a cultural and economic artifact between 1950 and 1980. This approach offers an alternative to conceptualizing neighborhoods as bounded, natural entities and it encourages narratives that complicate the prevailing metaphor of decline in rust belt cities by illuminating other components of postwar neighborhood change than population loss and economic disinvestment. For nearly 200 years, there has been a neighborhood in New Orleans, Louisiana named Milneburg, which has been constantly reimagined by its inhabitants and others. From its inception as a port of entry in 1832 until the 2011, it has been called a world-class resort, the poor-man's Riviera, a seedy red-light district, a cradle of jazz, a village, a swath of suburbia and a neighborhood. It has been destroyed eight times due to storms, fires, and civic or governmental neglect. Each time its residents have rebuilt it.
