The Milwaukee job vacancy studies were initiated in 1993 by the University of Wisconsin-Milwaukee Employment and Training Institute at the request of the City of Milwaukee in collaboration with Milwaukee Area Technical College, the Milwaukee Public Schools, and the Private Industry Council of Milwaukee County, and with funding support from the government partners and the Helen Bader Foundation. In 2006 and 2009 the surveys were expanded from the four counties of the Milwaukee metropolitan area to include all seven counties of the Milwaukee Region.

Employment patterns of companies with 100 or more employees (and financial institutions with 50 or more workers) were examined for the four-county Milwaukee metro area using summaries of annual EEO-1 reports. The data help identify occupational shifts, progress toward a diversified labor force and challenges facing Milwaukee area employers and workers. The advantage of this data base is that it shows the actual (rather than estimated) numbers of workers employed in all larger private companies and also shows changes in employment by gender and race/ethnicity. In cooperation with the Milwaukee Area Workforce Investment Board, the Employment and Training Institute examined credentialing records of Milwaukee County and Wisconsin workers regulated by the state Department of Regulation & Licensing. This report uses the databases to profile the Milwaukee County labor force in seven health occupations: registered nurses, licensed practical nurses, dental hygienists, occupational therapists, occupational therapy assistants, physical therapists, and physical therapist assistants.

The job openings survey of employers in southeastern Wisconsin (i.e., Milwaukee, Waukesha, Racine, Washington, Kenosha, Walworth, and Ozaukee counties) was prepared by the Employment and Training Institute for the Regional Workforce Alliance, with funding support from a U.S. Department of Labor Employment and Training WIRED grant. Over 3,800 employers provided data on their job openings during the week of May 25, 2009, through use of a mail survey, hundreds of follow-up phone interviews, and reviews of web postings (where such data included all current openings). The Milwaukee job openings surveys were developed by the Employment and Training Institute in 1990s at the request of the City of Milwaukee. Five government partners collaborated on this ongoing Milwaukee Labor Market Project: the City of Milwaukee, Milwaukee Public Schools, Milwaukee Area Technical College, the University of Wisconsin-Milwaukee, and the Private Industry Council of Milwaukee County. The week of May 24, 2006, an estimated 24,056 full and part-time jobs were open for immediate hire in the four-county Milwaukee metropolitan area. These openings are the result of company expansions, labor shortages in difficult to fill positions, seasonal fluctuations, and normal turnover among the 747,554 employed workers in the area. In the past, descriptions of business activity in HUD Community Renewal areas have been difficult to assess at a geographic level necessary for planning and implementation purposes. This place-of-work and transportation analysis offers a first-time examination of existing jobs in the Renewal Community area, the location of jobs held by central city workers, and an analysis of commuters coming to the Community Renewal area. The Employment and Training Institute conducted an analysis of the nursing and teaching work force in Wisconsin using data obtained from the Department of Regulation and Licensing for registered nurses (RNs) and licensed practical nurses(LPNs) and from the Department of Public Instruction for licensed public school teachers. U.S. Census data were used to examine growth in numbers of college educated adults in Wisconsin. The analysis focuses primarily on professionals residing in the Milwaukee metro area, including Milwaukee, Ozaukee, Washington, and Waukesha counties. While central city residents often have much lower family incomes than suburban residents, they typically spend much of their income on consumer purchases, providing a strong base of retail purchasing. This report examines the employment patterns of private companies in the Milwaukee metropolitan area with 100 or more employees, utilizing computerized summaries of EEO-l annual reports filed with the U.S. Equal Opportunities Employment Commission. Each year these companies are required to report on their total labor force, minorities and women employed by nine occupational groupings. The data are provided to identify occupational shifts, progress toward a diversified labor force and challenges facing Milwaukee area employers and workers.
