The rapid pace and expanding scope of technological change is reshaping work and the workplace. These innovations can benefit workers by improving safety, reducing physical or repetitive burdens, or creating new types of jobs. But automation and new technologies can also eliminate workers, deskill occupations, reduce autonomy and job satisfaction, and erode economic stability for working families that contribute to the rising economic and racial inequality. This article presents data, precedent, and empirical evidence relevant to the National Labor Relations Board (NLRB) proposal to issue a new rule to exclude graduate assistants and other student employees from coverage under the National Labor Relations Act (NLRA). The analysis in three parts. First, the authors show through an analysis of information from other federal agencies that the adoption of the proposed NLRB rule would exclude over 81,000 graduate assistants on private campuses from the right to unionize and engage in collective bargaining. These are public comments submitted by National Center for the Study of Collective Bargaining in Higher Education and the Professions, Hunter College, City University of New York in response to a proposed NLRB rule that would exclude student employees from coverage under the National Labor Relations Act (NLRA). The comments include information and data showing that the proposed rule would exclude from NLRA coverage 81,390 graduate assistants working at 518 private institutions in occupations that other federal agencies treat as distinct from the classification of graduate student.
