Reciprocity And Social Capital In Sibling Relationships Of People With Disabilities, John Kramer, Allison Hall, Tamar Heller

Sibling relationships are some of the longest-lasting relationships people experience, providing ample opportunities to build connections across the lifespan. For siblings and people with intellectual and developmental disabilities (I/DD), these connections take on an increased significance as their families age and parents can no longer provide care. This paper presents findings from a qualitative study that addresses the question, “How do siblings support each other after parents no longer can provide care to the person with I/DD?” Findings in this study suggest that siblings with and without disabilities experience reciprocity as a transitive exchange, which occurs through the creation of …

Since the 1970s Ethiopia has experienced a massive increase of International Non-Governmental Organizations (INGOs) in its territory. The multiplication of these INGOs seems to be the result of the activities of both international donors and governments in Ethiopia. International donors considered INGOs as efficient, flexible or adoptive to the needs of the community and more trustworthy than government agencies in implementing development projects. International donors also believe that the proliferation of INGOs in Ethiopia will stimulate the growth of political democracy and trade liberalization. The impact of economic recessions is not felt uniformly across demographic groups, and the detrimental effects of the one-time dislocations can significantly shift the long-term prospects of human development for many years to come. The current recession has been hard on young people in the United States between the ages of 16 and 24, especially minorities (Latino or African American). Labor force participation rates have dropped dramatically and unemployment has reached as high as 30% in some states. Timing of retirement and, implicitly, plans to work in later life have great policy relevance. They affect Social Security expenditures, employers’ pension expenditures, as well as labor force supply and demand. In light of the recent recession, it is particularly important to explore whether economic downturns and workers’ financial status influence their later-life work plans. To answer this question, we analyzed data from the nationally representative Health and Retirement Study (HRS), which included questions about expectations to work full-time after age 62 and age 65.

Why are most capitalist enterprises of any size organized as authoritarian bureaucracies rather than incorporating genuine employee participation that would give the workers real authority? Even firms with employee participation programs leave virtually all decision-making power in the hands of management. The standard answer is that hierarchy is more economically efficient than any sort of genuine participation, so that participatory firms would be less productive and lose out to more traditional competitors. Traffic-related incidents were the leading cause of fatal injuries to officers in 14 of 15 years between 1997 and 2012. Vehicle crashes occur at the individual officer level, but chiefs are responsible for agency performance, creating and implementing police policy, and developing organizational culture. This quantitative survey research study draws from organizational culture theory and asks chiefs in state, county, and city police organizations what they believe are salient factors in crashes causing injuries and death to police officers in the United States. The U.S. Equal Employment Opportunities Commission requires private companies with 100 or more workers to report annually on the race/ethnicity and gender of their workforce by ten occupational groupings. The EEOC summaries of this data for the four-county Milwaukee metropolitan area help measure the economic health of the construction industry as well as the commitment of the largest firms to hiring of African American, Hispanic and other minority workers. The report focuses on the race/ethnicity of employees in the blue collar occupational areas (skilled craft workers, semi-skilled operatives including apprentices, and unskilled laborers) and at the executive and managerial levels. …

The ONE MKE Summit has raised important concerns about who defines the assets of Milwaukee neighborhoods and where the considerable income of residents in central city neighborhoods is spent. This paper, prepared for the NAACP Young Adult Committee and the African American Chamber of Commerce, details Census Bureau American Community Survey five-year estimates for 2011 by zip code and race to help describe concentrations of income for African Americans. Purchasing power profiles prepared from the 2000s are included to show the comparative advantages of urban neighborhoods with dense housing and large numbers of workers. Wisconsin's Mass Incarceration Of African American Males: Workforce Challenges For 2013, John Pawasarat, Lois M. Quinn

Among the most critical workforce issues facing Wisconsin are governmental policies and practices leading to mass incarceration of African Americans men and suspensions of driving privileges to low-income adults. The prison population in Wisconsin has more than tripled since 1990, fueled by increased government funding for drug enforcement (rather than treatment) and prison construction, three-strike rules, mandatory minimum sentence laws, truth-in-sentencing replacing judicial discretion in setting punishments, concentrated policing in minority communities, and state incarceration for minor probation and supervision violations. Who's Training Milwaukee's Future Builders? Race/Ethnicity Of Construction Trade Apprentices In The Milwaukee Area, Lois M. Quinn

This report provides racial/ethnicity and gender data on apprentices by construction trade joint apprenticeship committee, based on data from the Wisconsin Department of Workforce Development Bureau of Apprenticeship Standards. Part One examines hiring patterns of 15 union joint apprenticeship committees serving the Milwaukee area with report cards provided for 217 contractors with apprentices. Part Two identifies the apprentice levels sponsored by 120 union contractors through the statewide Wisconsin Operating Engineers Joint Apprenticeship Committee. Part Three analyzes the apprenticeship patterns for 81 non-union contractors with apprentices through the Associated Builders & Contractors of WI-Waukesha Joint Apprenticeship Committee.
