In 2005, a partnership between the South Coastal Workforce Investment Board, the Massachusetts Marine Trades Association, Massasoit Community College and the Urban Harbors Institute (UHI) of the University of Massachusetts Boston, developed and distributed a survey focused on the status, needs and future challenges faced by marine businesses in the South Coastal region of Massachusetts. The Urban Harbors Institute analyzed the responses and prepared this report to present the results.

There are many steps to finding and getting the right job, and this process can be challenging. Many job seekers have found that breaking the job search down into a series of small, workable tasks makes the process much more manageable. It also gives the job seeker a sense of accomplishment when each task is completed. A 30-Day Placement Plan is one way to keep tasks in order.

Poverty programs have undergone substantial reform in the past decade, and there has been a heightened interest in exploring the experiences of people with disabilities who receive welfare benefits. This report profiles people with disabilities who had TANF, GA, or both at application to VR services and completed these services in the year 2003.

This issue of MassWorks highlights an innovative approach to enhancing services for individuals from diverse communities. The high unemployment rate and barriers to employment experienced by people with disabilities are well documented. For people from diverse communities, these barriers are compounded by factors such as language, cultural norms regarding work and disability, and difficulty accessing services. Community partnerships can provide a unique opportunity to improve services for individuals from diverse racial, linguistic, and cultural backgrounds.

Approximately 18 million people in the U.S. have diabetes. Diabetes in and of itself does not necessarily qualify any given individual for disability services. However, for some individuals, diabetes can be serious enough or can lead to secondary conditions that enable them to qualify for Vocational Rehabilitation (VR) services.

This paper responds to a request from the U.S. Census Bureau to serve on a five-member peer review panel to examine an historic and first-time study by the Census Bureau that ranked major metropolitan areas by their level of racial and ethnic housing segregation and offered segregation rankings of 1,092 cities and 331 metropolitan areas based on a series of indexes discussed in the sociological literature. While many studies have focused on disparities in employment and earnings of African Americans and Hispanics compared to white workers in the Milwaukee labor force, these reports have not drilled down to a neighborhood or jobsite level where changes can be effected in recruitment, hiring and promotion decisions. This report uses place-of-work data from the 2000 U.S. Census, released in 2004 and 2005 and designed for transportation planners, to assess and compare employment patterns by race/ethnicity at the census tract and block group and by industry, occupation, and type of employer. Commercial districts across the United States are attempting to expand retail activity and employment in targeted city neighborhoods. This paper presents a prototype drilldown for measuring retail strengths of under-served central city areas. Two sets of drill downs were developed using state-of-the-art methodologies to meet the needs of business owners, community agencies, and academics in assessing the existing and potential retail market of individual neighborhoods. ETI Purchasing Power Profiles detail the annual expenditures of residents in each neighborhood for 16 major categories of consumer expenditures, utilizing a unique methodology developed by the Employment and Training Institute. In the past, descriptions of business activity in HUD Community Renewal areas have been difficult to assess at a geographic level necessary for planning and implementation purposes. This place-of-work and transportation analysis offers a first-time examination of existing jobs in the Renewal Community area, the location of jobs held by central city workers, and an analysis of commuters coming to the Community Renewal area. The place-of-work data are based on responses to the 2000 U.S. Census long-form questionnaire, provided to 1 in 6 households.
