This report presents findings and recommendations from an evaluation of the Massachusetts Housing Mediation Program (HMP) administered by the MA Office of Public Collaboration (MOPC) at the University of Massachusetts Boston in partnership with 11 Community Mediation Centers (Centers). The program is funded by the Commonwealth of Massachusetts and implemented in partnership with the Department of Housing and Community Development (DHCD). The program was initially part of the Governor’s Eviction Diversion Initiative (EDI), which ended in the latter half of FY2022 and is continuing as an intervention to support housing stability. The present paper attempts to analyse some of the shortcomings that have impeded efforts in the field of disability in Afghanistan. After an overview of recent disability initiatives, this article presents elements that have contributed to the limited impact. The context of a Conflict Affected Fragile State (CAFS) makes particularly intricate the development of state-capacity as well as the delivery of basic services for the population. To overcome identified gaps, it is argued that Amartya Sen’s Capability Approach (CA) constitutes a relevant framework for designing disability policy and implementation. Public health research in American Indian communities involves many complex issues that may both help and hinder the development of an effective research methodology and the collection, analysis, and utilization of data. These issues include: 1) the unique strengths and diversity of Indian cultures; 2) the complicated relationships that exist between federal, state, and tribal agencies; 3) the vast distances between communities and services that exist in rural areas; 4) extremely limited human and financial resources; 5) overlapping and often conflicting legal and jurisdictional authorities; and 6) an array of social issues including poverty, substance abuse, modernization, and assimilation.
