Our democracy depends on having a supply of candidates running for elected office, but in some instances, no one wants to run. This phenomenological study asks what the effects on a healthy and vibrant democracy are if ballots are blank and the seat is filled through write-in or appointment. Rooted in democratic theory, this study explores small, rural city elections where write-ins won election. Understudied, local governments are responsible for decisions affecting the lives of millions of people each day. By 2044, it is predicted that America will be a majority-minority country-- that is, a plurality of minorities will begin to outnumber white people. Some suggest that this demographic trend suggests the demise of the Republican party, thanks to their historical paucity of support amongst minority communities. This has been deemed the "Demographics as Destiny" theory. This paper argues that the theory of "Demographics as Destiny is based on four assumptions:

The Republican Party is sweeping the South, or is it? Throughout the Old South Republicans have been making gains in an area that has traditionally been a bastion of Democratic strength in American politics. While Arkansas may appear to be following this trend, in reality GOP gains in the Natural State may be only superficial. Despite strong showings by Republican candidates for higher offices in Arkansas, a GOP contender has yet to win a statewide office past the Lieutenant Governor's race.
