The implicit acceptance among educators and in institutions of learning that discussions around LGBT (lesbian, gay, bisexual, transgender) issues are off limits perpetuates the marginalization of these identities and those who inhabit them. In K-12 schools and college classrooms the prevailing silence sends disturbing messages about the treatment of adults and children when their sexual orientation fails to fit neatly into prescribed binary classifications. As one who has been silent as well as silenced, I understand this dichotomy from a unique perspective. Several researchers have identified social capital as a means to improve the social sustainability of communities. While there have been many studies investigating the benefits of social capital in homogeneous White communities, few have examined it in Black homogeneous communities. Also, there has been limited research on the influence of racism on social capital in African American communities. In this dissertation a comparative case study was used within a critical race theory framework. Since the end of World War II, and especially over the past three decades, there has been a dramatic increase of interactions between international financial institutions (IFIs) and states. This paper will explore these interactions by examining the Hashemite Kingdom of Jordan and the International Monetary Fund (IMF). This paper rests on the assumption that the complex implications of these interactions are not yet comprehensively understood and will move towards that goal by setting forth a collection of new approaches to further understand IFI-state interaction.
