In 2018, the New School Working Group on Expanded Sanctuary collaboratively organized a series of workshops in New York to reflect on the question of sanctuary as a conceptual and practical starting point for cross-coalitional politics, including its tensions and risks. This short piece is an attempt to bring together the sentiments expressed in those workshops by activists, organizers, students and academics focusing on anti-racist, pro-migrant, and pro-Indigenous struggles, in a form that engages sanctuary as an ongoing question.

This chapter interrogates the reality of racism and white supremacy in what some today refer to as “the Obama era” and what others regard as evidence of a “post-racist America.” By utilizing an African-centered conceptual framework, centering on culture and worldview, this discourse constitutes a critical examination of the impossibilities of a post-racist America by investigating the lived experiences of African-descended people and other communities of color. In post-Katrina New Orleans, housing and community development (HCD) advocates clashed over the future of public housing. This case study examines the evolution of and limits to a human right to housing frame introduced by one nongovernmental organization (NGO). Ferree’s concept of the discursive opportunity structure and Bourdieu’s social field ground this NGO’s failure to advance a radical economic human rights frame, given its choice of a political inside strategy that opened up for HCD NGOs after Hurricane Katrina.
