Power brokers and their market economies enforce education on a global level. According to the United Nations, the effects of global neoliberal capitalism cause human rights violations in all parts of the world, yet democratic countries scoff at these findings (Pogge, 2002 & 2005). People of the world continue to believe that tying minoritized students to existing structures and ensuring enculturation is the best possible outcome for all involved (Suárez-Orozco & Suárez-Orozco, 2015). To expand our theoretical and empirical understanding of mobilization and repression in Latin America, this thesis asks three critical questions. Are economic indicators sufficient predictors of social movement emergence in Latin America? What other factors contribute to large-scale mobilization in Latin America? How do government’s respond to large-scale Latin American social movements? Specifically, when, and why do democratic governments choose to employ repression against social movements? Accordingly, I construct a quantitative model to test the correlation between rise in protest and worsened economic conditions. I define girlboss feminism as emergent, mediated formations of neoliberal feminism that equate feminist empowerment with financial success, market competition, individualized work-life balance, and curated digital and physical presences driven by self-monetization. I look toward how the mediation of girlboss feminism utilizes branded and affective engagements with representational politics, discourses of authenticity and rebellion, as well as meritocratic aspiration to promote cultural interest in conceptualizing feminism in ways that are divorced from collective, intersectional struggle. Michel Foucault is well-known for his theorizations of institutional power, normativity, and biopolitics. Less well-known is the fact that Foucault developed his analysis of biopolitics in and through his historical investigation of neoliberalism. Today, while critique of neoliberalism has become a commonplace of humanities discourse, and popular resistance to neoliberalization rocks the southern hemisphere, it remains unclear that the historical specificity of neoliberalism is well-understood. In particular, the relation between classical liberalism and neoliberal governance remains murky in popular debate. The West African eEbola outbreak of 2014-15 claimed the lives of nearly 12,000 people, most of them from the Mano River region, comprising Sierra Leone, Liberia, and Guinea-Conakry, three of the world’s poorest nations. In the wake of the outbreak, Sierra Leone’s ruling party, the All People’s Congress (APC), postponed the country’s 2017 elections for one year, under the pretext that the crisis had undermined the agenda of the president, Ernest Bai Koroma.

This thesis asks how international actors – in this case, the IMF and World Bank – advance their neoliberal projects. Specifically, it looks at the local context. How do economic reforms pass from IMF policy into national law? Who does the IMF cooperate with? What strategies are used, and what makes them effective for enacting and legitimizing policy? It starts by looking at the history of political mobilization in Turkey after WWII, when it took its first IMF loan. Today, we cannot talk just about plain control, but we must talk about the nature of the interaction of the one who is being controlled and the one who controls, an interaction where the one that is “controlled” is asking for more control over himself/herself while expecting to be compensated by a surplus of freedom to satisfy trivial needs and wishes. Such a liberty for the fulfillment of trivial needs is being declared as freedom. But this implies as well the freedom to choose not to be engaged in any kind of socially sensible or politically articulated struggle.
