This research is based on summer 2020 online survey data from a stratified random sample of 573 clients and care providers of a rural Northern California government social services agency. The goal was to study information technology access in Humboldt County, California, and the range of digital preparedness of clients of a local government agency: Humboldt County In-Home Supportive Services (IHSS). IHSS serves several groups of rural residents with low-income, foremost of which are older adults and people with disabilities. This thesis explores Community Development Financial Institutions (CDFIs) business models by examining the organizational structures, procedural operations, services, and geography. It aims to understand its overall behavior as a financial institution providing low-income communities financial services and ultimately the role it plays within the neoliberal context. The research identifies that CDFIs ultimately hold a mission that promotes economic prosperity from within the neoliberal project by expanding free-market capitalist beliefs and practices when servicing low-income communities. Additionally, the findings suggest that CDFIs take on the role of the neoliberal state by operating in tandem with the Nonprofit Industrial Complex (NPIC), which …

Global citizenship is seen as an emerging necessity as work places are shifting to a more global environment and as challenges we face are becoming more global in nature. This thesis focuses on the creation and nurturing of global citizenship through participation in study abroad programming at Humboldt State University (HSU). Research has shown participation in study abroad has an impact on the participant’s skill development (Farraguia and Sanger 2017) and such skill development can be applied to advancement of global citizenship. Gwich’in People of Interior Alaska have historically exercised self-governance in the Yukon Flats to protect traditional and customary use practices. A number of factors have challenged Gwich’in self-governance: land ownership in rural Alaska being under multiple jurisdictions, which has created complicated parameters for management of fish and wildlife; and the legal history of the Alaska Native Claims Settlement Act (ANCSA), which has created an arbitrary and fragmented management system. Despite these challenges, Alaska Native communities have been working to reassert their self-governance over important lands and resources. This thesis project is an in-depth examination of a rising subculture within cannabis users. With this research project, my aim was to explore and provide insight into the initial experiences of novice cannabis concentrate use as represented on YouTube while they are initiated into this emerging cannabis subculture. Referred to as “dabbing” or “dabs,” this highly potent and concentrated form of cannabis is being utilized by cannabis users to achieve greater highs and effects than those from the traditional cannabis flower. Student and alumni surveys have become some of the most widely-used methods of assessment of student learning in higher education. While the majority of literature on student surveys and assessment focuses on undergraduate students, this study looks specifically at why graduate student exit and alumni surveys can be valuable tools within a comprehensive assessment plan. Listening to the feedback of current and former graduate students, and then acting upon that feedback, is crucial for the engagement and success of this unique population of students who bring their particular strengths and needs to their educational experiences.
