Project Silverlight was a year-long project aimed at redefining social engagement and participation of older adults in the community. In this report, we share our findings from the project and key recommendations to community partners who are looking to adopt a similar model of participant-led programs. Our study found that by engaging student volunteers as a key partner in this initiative, participants showed a significant improvement in their perceptions of youth, and that participants derived a great sense of satisfaction from being involved in the curation of their activities.

With projections of ageing populations and increasing rates of dementia, there is need for professional caregivers. Assistive robots have been proposed as a solution to this, as they can assist people both physically and socially. However, caregivers often need to use acts of deception (such as misdirection or white lies) in order to ensure necessary care is provided while limiting negative impacts on the cared-for such as emotional distress or loss of dignity. We discuss such use of deception, and contextualise their use within robotics.

Several research studies and personal anecdotes show that home-based hospice care patients report better quality of life than their inpatient care counterparts – suggesting that the location of care/built environment is a critical component of hospice care. As a result, other research studies have attempted to provide evidence-based design recommendations for inpatient hospice facilities; however, several of these recommendations either conflict with each other or are vaguely prescribed – which may dull any attempts to implement them.

Estimates from the 2022 Elder Index illustrate the elevated risk of economic insecurity experienced by older women, especially those living alone. We use the Elder Index to calculate the percentage of older adults living in one- and two-person households with annual incomes that do not support economic security. National averages suggest that half of older women living alone, along with 42% of older men living alone, have annual incomes below the Elder Index. In addition, 21% of older couples have annual incomes below the Elder Index. Women in same-sex couples experience greater levels of disadvantage than men in same-sex couples …

隨著人口老化，居家安老成為香港社會重大的挑戰。政府多年來提倡「居家安老為本，院舍照顧為後援」的政策方針，透過加強社區照顧服務，以減少院舍入住率。然而，政策需要由家居環境、以至社區支援互相配合，創造可供市民居家安老的先天條件方能成事。本研究旨在探討香港推行居家安老時所面對的困難與挑戰。研究團隊訪問了30名60歲或以上、曾經或正在使用長者服務的使用者和19名從事長者社區照顧及支援服務行業的服務提供者，從不同的角度探討長者居家安老的狀況和社區照顧及支援服務的成效。

研究團隊綜合了長者居家安老的狀況，提出了幾方面的改進建議。在家居環境和社區設施方面，建議 (1) 政府應主動協助長者改善「居住環境」和安裝「緊急呼叫系統」，並(2) 建設合適長者的公共交通工具和道路設施和交通配套。在醫療層面方面，建議 (3) 資助有緊急需要的長者使用私營醫療服務、(4) 擴展醫療券計劃至購買坊間藥物和 (5) 改善普通科門診醫療預約系統和公開長者預約專籌的數量及其使用狀況。在長者社區照顧及支援服務方面，建議 (6) 檢視社區照顧服務券的宣傳和使用狀況、(7) 對長者家庭進行家訪，及早識別有需要個案和 (8) 檢視未來各區長者比例，規劃長者設施服務。

研究團隊分析了社福機構人員在提供長者服務過程中所遇到的困難後，提出了四方面的建議，分別爲 (1) 改進安老服務人員資歷架構和服務外包、(2) 簡化並加強服務資訊的宣傳、(3) 優化一站式服務平台及個案管理和 (4) 制訂長遠的安老政策方向。

香港的老年人口增長迅速，從1988年至2018年間，老年人口由46萬增加到127萬（政府經濟顧問辦公室, 2019）。隨著人口老化，長期護理服務需求也相對增加。資助安老院舍的平均等待時間長達20個月（香港政府, 2021）。在2017至2018年間，有40,000人在輪候資助安老院舍，其中6,600人在等候期間去世（香港政府, 2018）。安老服務業一直面臨人力短缺的問題，2017年的相關職位空缺率為15-20%（香港政府, 2017）。2013年的研究統計發現超過一半的安老服務前線員工超過50歲（勞工及福利局, 2019）。隨著退休潮的來臨，人力短缺的問題會進一步加劇。因此，科技與安老服務的結合被視爲減輕人手壓力的方向。結合科技和院舍服務不僅可以減輕工作量，還能提高服務質量和效率。社交媒體和視訊會議平台可以減少在訊息傳遞上的時間和人力成本。樂齡科技產品，諸如可穿戴設備和遠程監控傳感器，可以讓護理人員更快捷和系統化地掌握服務對象的狀態，從而減少親自監測的次數（Chen, 2020）。因此，自2017年起，香港政府與各部門積極推廣樂齡科技，並於2018年設立樂齡及康復創科應用基金，幫助合資格的安老及康復服務單位購置、租借和試用科技產品。香港政府於2022年更將此計劃擴展至其他非資助的私營或自負盈虧的安老院舍及殘疾人士院舍。在過去三年的新冠疫情影響下，大部分安老院舍因為防疫工作量的增加而面臨更嚴重的人手短缺，不少院舍開始將科技融入服務，以應對疫情衍生的需求和改善現有服務質素。然而，香港院舍對於如何應用社交媒體、會議平台和樂齡科技產品的研究甚少。在此背景下，本研究旨在瞭解院舍應用相關科技的情況，並提供應對有關障礙的政策建議。

Having psychiatric conditions (such as bipolar disorder, schizophrenia, and major depressive disorder) throughout one’s life can lead to faster rates of cognitive decline as one ages. This data slice explores the associations between psychiatric history and cognitive function among U.S. White, Black, and Hispanic adults ages 65 and older from 1995-2014. Findings demonstrate that having a history of psychiatric problems is related to lower cognitive functioning and a faster rate of cognitive decline for all three groups, but Black and Hispanic adults experience steeper declines compared with White adults.

New estimates based on the 2022 Elder IndexTM show that the risk of economic insecurity in later life is especially high for people of color. Comparing household incomes to the Elder Index, we calculate the percentage of independent older adults with incomes that fall short of what is required to support economic security. National averages suggest that among older people living alone, 43% who are White, 59% of those who are Asian, 61% of those who are Black, and 67% of those who are Latino have annual incomes below the Elder Index. Individual state approaches to assisted living/residential care (AL/RC) licensing and oversight in the United States result in different practice standards and requirements, including psychotropic medication use. We examined 170 psychotropic medication deficiency citations issued to 152 Oregon AL/RC settings from 2015 to 2019. Applied thematic analysis resulted in the following themes: (1) documentation issues are primarily responsible for noncompliance, (2) unclear parameters place direct care workers in a role paradox, and (3) there is a persistent disconnect about when to seek qualified expertise before requesting psychotropic medications. Home equity represents a substantial share of retirement wealth for many older persons, particularly in Asia where national housing policies have encouraged home-ownership. This paper explored the potential for reverse mortgages to help 'asset-rich and cash-poor' older Singaporeans unlock their home equity while ageing in place. The empirical analysis was based on a nationally representative survey of home-owners age 50+ in the 2018 Singapore Life Panel (N = 6,258). Our analyses showed that the average older home-owner holds some 60 per cent of total net wealth in housing equity, suggestive of high demand potential for reverse mortgage products. New estimates from the 2022 Elder Index^TM reveal that the cost of living in Massachusetts has increased substantially in recent years for older adults, especially for renters. The Elder Index measures the necessary costs faced by households made up of one or two older adults, calculated county by county for the entire United States. Estimated costs are higher in Massachusetts than in any other state in the nation. Difficulties faced in life can affect marital relationships and such troubles may be dealt with in a multitude of ways, including coping religiously. The present study examined how religious coping, either in a positive or negative manner, may have an impact on marital satisfaction. Importantly, this association was studied dyadically in a sample of religiously diverse (Buddhists, 32.3%; Taoists, 17.6%; protestant Christians, 14.1%; and others who did not identify with a specific religion, 19.1%), married older Singaporean adults (N = 1928; 964 couples).
