INTRODUCCIÓN. One of the most intense debates about higher education governance and change took place in the twentieth century between the 1970’s and 90’s. METHOD. A systematic examination of the literature on governance in higher education during this period. The core of the works reviewed in this paper, and the analysis of the development of the field is based essentially on literature from the United States. RESULTS. The review shows the gaps and limi- tations of existing theory. En este artículo se discute la relación entre la autonomía —como forma de interacción entre las universidades y otras instituciones del Estado— con la conceptualización sobre la misma, en particular para el caso de la UNAM y otras universidades mexicanas. Se pone énfasis en la naturaleza política de la autonomía y por ende la necesidad de desarrollar perspectivas de corte político para su análisis y comprensión.

China- Tibet tensions are continually growing, as Tibetans are protesting for total independence from China, despite condemnation from their spiritual leader, the Dalai Lama, who is only seeking a sense of autonomy for Tibet (Sinder, 2008). As Tibetan protests are becoming violent and aggressive, the Dalai Lama has also threatened to resign as Tibet’s government in exile (Sinder, 2008), however, his rhetoric is not being exposed to the Tibetan people, due to government censorship in China. The nature and extent of institutional autonomy at the Universidad Nacional Autónoma de México (UNAM) has been a matter of contention between academics, policy makers and university members for many years. Opinions about governmental influence over the university in Mexico range from absolute autonomy to absolute control. Few of them, however, are founded on research on university-government relations. Most studies of univer- sity autonomy in Mexico are based on classical definitions and pluralist political perspectives that limit a thorough understanding of this relation between the University and the government in the context of an authoritarian State. The underlying presupposition of the concept of freedom is that the doers are autonomous to assert themselves, to make critical reflections, and to lead their lives independently. A person whose autonomy is absent is said to be unfree. Thus, it has been argued that whatever we think ought to be included in what passes for a liberal view, the affirmation of a picture of individual political autonomy, and institutionalized tolerance for that autonomy, cannot be left out. Here I wish to expand on the relationships between liberty and autonomy.
