The Knox County Sheriff’s Office (KCSO) continues to heavily collaborate with Immigration and Customs Enforcement (ICE), in spite of the consistent community opposition and ongoing legal ramifications that have resulted from Knox County’s 287(g) and detention bed contracts. Research on these programs and Knox County’s immigration enforcement involvement has largely focused on the logistics of enforcement mechanisms, the racism and xenophobia that construct the programs, and the legal challenges Knox County has faced as a result of their execution of the contracts. Article 29 of the Kuwaiti constitution states that “The people are peers in human dignity and have, in the eyes of the Law, equal public rights and obligations. There shall be made no differentiation among them because of gender, origin, language or religion.” If I were to say that the 17, 818 km ² that make up the State of Kuwait is home to 4.2 million people, it would be a misrepresentation. While 4.2 million people do live in Kuwait, citizenship and immigration laws restrict 70% of its population, to varying degrees, from making their country of residence a home. …

After the events of September 11, 2001, the United States enacted and expanded multiple policies and programs aimed at addressing national security concerns and racialized anti-immigrant sentiments. These included the creation of Immigration and Customs Enforcement (ICE), the REAL ID Act of 2005, Section 287(g) of the Immigration and Nationality Act, the Secure Communities Program, and the Criminal Alien Program, among others. Immigrant Rights In The Nuevo South: Enforcement And Resistance At The Borderlands Of Illegality, Meghan Elizabeth Conley

This dissertation examines the ways that immigrant illegality is structured and resisted in new Latino destinations in the US Southeast. I analyze the US Southeast as a new frontera, or borderland, for Latina/o immigrants, a border that is structured by racialized discourses of difference and belongingness between newcomer Latinas/os and long established Anglo and black populations. Experienced by Latina/o immigrants as a space of non-belongingness, this borderland has become an important site in the modern production of immigrant illegality. In the Southeast, illegality arises from the enforcement of non-belongingness, and it is structured through new forms of immigration enforcement, …
