This research report updates the socioeconomic picture of Latinos in Massachusetts. According to estimates contained in this report, the Latino population in Massachusetts experienced vigorous growth during the first half of the 1990s. Not since the 1990 census has there been a broad profile of this rapidly growing segment of the state’s population. This information should assist the general public in understanding some of the basic issues affecting the Hispanic community. Data regarding an individual's ability, or the ability of members of a household to speak English, primary language spoken at home, educational attainment, and the level of literacy proficiency should be taken into consideration when designing and implementing policies regarding health care initiatives and the publication of health care information. This report highlights data collected from three sources: 1) The National Adult Literacy Survey; 2) The 1990 Federal Census; and 3) The Massachusetts Institute for Social and Economic Research.

When a DTA (Department of Transitional Assistance) worker assesses whether a family's (T)AFDC (Temporary Aid to Families with Dependent Children) case will be closed, s/he decides which one of 67 different codes best describes the reason cash benefits for the household will be stopped. To carry out the analyses, we sorted all of the 67 codes into clusters of codes that logically grouped together: Cluster I, Increased Income; Cluster H, Sanctions; Cluster III, Eligible Persons Moved; Cluster IV, Fraud; Cluster V, Client Request; Cluster VI, No Longer Eligible; Cluster VII, Other or Multiple Meanings. This paper is premised on the assumption that civic responsibility is the contemporary version of higher education's historical outreach mission. With that as an understanding, it considers how best colleges and universities can fulfill this commitment of service to external communities, broadly defined to include local, national, and international concerns. The paper offers typologies of ways that institutions structure academic outreach, responsive curricula, land-grant and extension school programs, faculty professional service, coordinating student volunteerism and encouraging public access to campus for athletic or cultural events.
