Adolescent Girls' Voices On Enhancing Their Own Productivity In Pakistan: Highlights 2019, Iram Kamran, Tahira Parveen, Rehan M. Niazi

Of the 11 million girls aged 15 to 19 years in Pakistan, nearly half (47 percent) are “not in education, employment, or marriage” (NEEM). This brief presents highlights from a qualitative study conducted in Punjab province of Pakistan to probe the lives, perspectives, and aspirations of NEEM girls regarding education and involvement in economic activity and identify locally acceptable ways in which their lives may be positively transformed through access to education and safe and fair work opportunities.

Adolescent Girls' Voices On Enhancing Their Own Productivity In Pakistan, Iram Kamran, Tahira Parveen, Maqsood Sadiq, Rehan M. Niazi

This study was conducted in the Punjab province of Pakistan to examine the lives, aspirations, and perspectives of the largely invisible and marginalized group of older adolescent girls (ages 15–19 years) who are “not in education, employment for pay or profit, nor in marriage” (“NEEM”). The study seeks to identify the reasons for the exclusion of the NEEM girls from education and participation in paid work; explore opportunities and avenues for changing these girls’ existing opportunity structures; and probe the gender norms and behaviors underlying their marginalization to obtain insights into what it would take to change their situation.

Building The Assets To Thrive: Addressing The Hiv-Related Vulnerabilities Of Adolescent Girls In Ethiopia, Annabel Erulkar

Despite decades of investment and dramatic progress against HIV, adolescent girls remain at disproportionate risk of infection. Population Council research shows that the best way to protect girls and young women from HIV and other bad outcomes is to reach them early—before they experience irreversible events like HIV infection or unintended childbearing—and with enough health, social, and cognitive assets to make a measurable difference in their lives. This book is a comprehensive review of three programs launched by the Population Council and the Ethiopian government. The Filles Éveillées (“Girls Awakened”) program provides migrant adolescent domestic workers in Burkina Faso with the skills, knowledge, and social capital to reduce their vulnerability and increase their opportunities. The program consists of three elements: a safe space for girls to meet, access to same-sex peers to develop social networks, and a female mentor. This report summarizes the results of an evaluation of Filles Éveillées aimed to improve the program in its second cycle. The international development community’s desire to alleviate poverty and improve health outcomes presents an extraordinary opportunity to transform the lives of young people, particularly girls. Cycles of illiteracy, poor job prospects, and social isolation can be broken but will require concerted efforts to reach large numbers of vulnerable adolescent girls with robust asset-building programs. Scaling-up effective pilot programs will be critical to achieving these goals. While there is an expanding body of research around scaling up health interventions, less is known or documented about scaling up cross-sectoral programs for adolescent girls. This toolkit describes how to build or improve programs for rural adolescent girls in Ethiopia with a view to increasing the number of programs available and making them relevant and context-appropriate. The toolkit describes a process of program development that is grounded firmly in an evidence base. Chapters begin at a starting point of research to identify and describe girls, followed by program development emanating from data, to implementation guided by ongoing monitoring and evaluation.
