The COVID-19 pandemic of 2020 created a public health crisis that led to an unprecedented number of school closures. A major concern raised by child advocates, law enforcement, and social service providers was the possible increase in undetected child abuse and maltreatment. Undergirding this concern was the belief that this mitigation effort might place child abuse victims and offenders within proximity for extended periods of time. While this was a significant concern, it has rarely been analyzed empirically. For much of the last 20 years, the United States has been at the center of the sexual abuse crisis within the Roman Catholic Church. Victim-survivors of clergy-perpetrated sexual abuse have long been waiting for the Church to acknowledge them and respond to their needs. This study sought to answer two important research questions: (1) whether restorative justice can be used to redress harms stemming from clergy-perpetrated sexual abuse and promote healing, and (2) whether there are common characteristics among victims who benefit from restorative events. In this dissertation, I present three manuscripts to investigate the prevention of a range of crimes committed against, and by, youth, using parental monitoring or guardianship. In the first paper, I tested whether the routine activities of juvenile sexual offenders (JSOs) and their victims' caregivers was associated with the JSO being placed into a supervisory role, and whether subgroup differences existed in the use of modus operandi strategies between JSO supervisors and non-supervisors (Chapter II). Findings indicated that parents' need for childcare assistance predicted JSO supervisor status more strongly than perpetrators efforts to get the child alone or disruptions to …

Commercial sexual exploitation of children (CSEC) is a form of violence in which children, mainly girls and female adolescents, are reduced to sexual objects for rent. In this study, we argue that the concept of who is an exploiter must be broadened to include everyone who directly or indirectly benefits from CSEC. This paper is based on life stories of 10 female residents from a shelter, which we call Casa Libertad (a fictitious name) in Mexico City, for female victims of violence. Given that sex offenders tend to perpetrate crimes against people they know (e.g., Greenfield, 1997) and first encounter victims in residential locations (Colombino, Mercado, Levenson, & Jeglic, 2011), it is important that research examine the circumstances of sexual offenses within residential settings. Although previous research has examined the perpetration patterns of sexual offenses against children, especially related to grooming tactics (e.g., Conte, Wolf, & Smith, 1989) and situational factors (e.g., Wortley & Smallbone, 2006), there are few studies that specifically examine the correlates of child sexual abuse within residential settings. In spite of a paradigm shift redefining domestic minors trafficked through prostitution as victims instead of criminal offenders, many police officers experience uncertainty in the way they evaluate the nature of domestic minor sex trafficking (DMST) and assess the culpability status of prostituted minors. This problem often results in revictimizing children and hindering their ability to access needed services. The purpose of this multiple case study was to explore police officers' perceptions of minors engaged in prostitution and derive an understanding of the experiences, beliefs, and values that underlie these perceptions. This research explores whether commercially sexually exploited children (CSEC) abuse drugs or face greater histories of abuse than their delinquent peers. This research will evaluate whether girls who are CSEC victims experience more abuse of drugs or experience more physical, emotional, or sexual abuse. The study also explores whether CSEC victims witnessed more abuse than non-CSEC victims. A survey of needs and issues facing delinquent girls was given to 130 girls between the ages of 13 to 18. Questions asked about their drug use, abuse history, and whether they witnessed abuse. This research found that many girls who are CSEC …

Over the past two decades awareness of child sexual abuse among academics and professionals has grown from several convergent trends: the "discovery" of child abuse in the 1960's, concern by feminists over sexual assault and rape, increasing reports to law enforcement and child protective service workers of sexually abused children, and the general "deprivatization" of the family. More recently, general public awareness of child sexual abuse has followed well-publicized cases of child molestation in day-care centers, nationwide concern over pornography and its subsequent links to teenage prostitution, and runaway youth, delinquency, and family violence among adults.
