While child abuse and neglect appears to affect children of all racial and ethnic origins (US Department of Health and Human Services, 1998; Sedlack & Broadhurst, 1996), an analysis of national, California and Santa Clara County data on the ethnicities of children in out of home placement reveals that, compared to their presence in the general population, there is a disproportionate involvement of children of color in the public child welfare system (CWS). In Santa Clara County, in particular, when compared to the general population, African American, Hispanic/Latino and Native American children are overrepresented in the CWS, while Asian American/Pacific …

Caregiving does not cause depression, but some may experience it, as many sacrifice their own physical and emotional needs in order to provide care to others. Symptoms of depression may include a change in eating habits, sleep patterns, feelings of constant exhaustion, loss of interest in things that once brought you pleasure, thoughts of suicide, among others. If any of these symptoms persist for more than two weeks, it is important to recognize and get help with these issues. Depression is a highly curable illness with appropriate medical care.

Objective: Few studies have assessed the outcomes of runaway/homeless youth that seek assistance from shelter or crisis services, which would provide much needed documentation of intervention effectiveness and point to new directions for service provision. The goals of the current study were to: (1) assess short-term outcomes among runaway/homeless youth using emergency shelters and crisis services and (2) compare short-term outcomes achieved by runaway/homeless youth in crisis shelters with similar youth using other, longer-term treatment modalities. Method: The study sampled 261 youth using runaway/homeless shelters from four midwestern states at intake and six-weeks postdischarge and 47 high-risk youth using longer-term …

Adolescents At Work: Gender Issues And Sexual Harassment, Susan Fineran Phd, Licsw
School of Social Work
This study by Dr. Susan Fineran, Professor Emerita, University of Southern Maine, describes adolescents' experiences with sexual harassment while working part-time and attending high school. In a sample of 712 high school students, 35% of the 332 students who work part-time report experiencing sexual harassment (63% girls, 37% boys). Results revealed that there are differences in the experience of sexual harassment by gender, work relationship, and emotional reaction. Students experienced harassment from supervisors (19%), coworkers (61%), and unidentified others at work (18%). Girls reported being significantly more upset and threatened by the sexual harassment they experienced at work than boys …

The Decision Of African American Students To Complete High School: An Application Of The Theory Of Planned Behavior, Larry Davis, Icek Ajzen, Jeanne Saunders, Trina Williams
Center for Social Development Research
A longitudinal study explored high-school completion among African Americans. Male and female high-school students aged 14 to 17 (N=166) completed a questionnaire based on the theory of planned behavior (Ajzen, 1991) early in their second year. Intentions to complete the year were accurately predicted from attitudes, subjective norms, and perceived behavioral control (R=0.71; p

Drop-Out From Individual Development Accounts: Prediction And Prevention, Mark Schreiner, Michael Sherraden
Center for Social Development Research
Individual Development Accounts (IDAs) are a new policy instrument designed to help the poor save and accumulate assets. IDAs provide matches for savings used for home purchase, post-secondary education, or microenterprise. IDAs cannot help participants, however, if they drop out. What determines drop-out, and what can be done to help participants to stay in? Three findings emerge from an analysis of IDAs in the American Dream Demonstration. First, drop-out depends more on transaction costs and previous debt than on income. Second, program design --and match rates in particular--affect drop-out risk. Third, drop-out can be predicted with some accuracy, so IDA …
Effects Of Mothers' Assets On Expectations And Children's Educational Achievement In Female-Headed Households, Min Zhan, Michael Sherraden
Effects Of Mothers' Assets On Expectations And Children's Educational Achievement In Female-Headed Households, Min Zhan, Michael Sherraden
Center for Social Development Research
This study examines the effects of mothers’ assets (home ownership and savings) on their expectations and children’s educational achievement in female-headed households. Through the analysis of data from the National Survey of Families and Households (NSFH), results indicate that single mothers’ assets have positive effects on children’s educational achievement, and this effect is partially mediated through expectations. The study also finds that the positive effects of household income on children’s outcomes occur mainly through mothers’ assets. These results lend support for expansion of asset-based policies for poor women with children.

Income, Institutions, And Saving Performance In Individual Development Accounts, Michael Sherraden, Mark Schreiner, Sondra Beverly
Center for Social Development Research
This paper examines the relationship between income and saving performance in Individual Development Accounts (IDAs). We first discuss theories of saving. Next, for IDA participants in the American Dream Demonstration, we look at income sources and distribution, followed by tabulations of income and savings outcomes. Following this, we discuss results from regression analyses on savings outcomes. We find that savings amount did not increase with income and that the savings rate decreased with income. Although the data do not reveal exactly what caused this, we believe that institutional factors in IDA programs played an important role.

Gender Differences In Self-Perceptions And Academic Outcomes: A Study Of African American High School Students, Jeanne Saunders, Larry Davis, Trina Williams, Julie Miller Cribbs
Center for Social Development Research
There is increasing divergence in the academic outcomes of African American males and females. By most accounts, males are falling behind their female peers educationally as African American females are graduating from high schools at higher rates and are going on to college and graduate school in greater numbers. Some have suggested that school completion and performance is associated with how students feel about themselves. The purpose of this study was to explore gender differences in the relationship between self-perceptions and two academic outcomes among a sample of 243 African American high school sophomores. The results suggest that, overall; females …
Welfare Recipiency And Savings Outcomes In Individual Development Accounts, Min Zhan, Michael Sherraden, Mark Schreiner
Welfare Recipiency And Savings Outcomes In Individual Development Accounts, Min Zhan, Michael Sherraden, Mark Schreiner
Center for Social Development Research
Both theoretical frameworks and empirical evidence show that asset-based, means-tested welfare programs have negative effects on savings behaviors of welfare recipients. In this study, we examine how welfare recipiency is associated with savings outcomes in Individual Development Accounts. The results suggest that when other factors are controlled, receipt of welfare either before or at enrollment of IDAs is not correlated with savings outcomes. Policy implications under current welfare reform are discussed.

Child And Family Welfare In Sweden, Gunvor Andersson
Child And Family Welfare In Sweden, Gunvor Andersson
Partnerships for Children and Families Project
Sweden has no special Children’s Act because regulations on children are included in the Social Services Act from 1980, supplemented by an act regulating compulsory care. Child and Family welfare has a family support orientation rather than a child protection orientation. No time limit provided by the law put an end to family support or out-of-home care, but interventions are reviewed every six months. The paper presents some facts about Sweden, gives and overview of the legal framework, family maintenance services and out-of-home care. Further details are given about contact person/family as one of the most frequently used statutory support …

The Plight Of Paternalism In French Child Welfare And Protective Policies And Practices, Alain Grevot
The Plight Of Paternalism In French Child Welfare And Protective Policies And Practices, Alain Grevot
Partnerships for Children and Families Project
For 40 years, the French child protection system has been based on a structure set up at the dawn of the Fifth Republic, giving a strong role, and a monopoly to the State to support families in trouble. The role of Children’s Judges has been designed to personify the constitutional duty of the State to control and support the role of parents as defined by the civil code. The evolution of the structure of French society (family models, multicultural communities), the impact of more liberal economic and social policies (in a country strongly characterized by centralization and Jacobinism), the growth …

Promoting Change From ‘Child Protection’ To ‘Child And Family Welfare’: The Problems Of The English System, Rachael Hetherington, Tracey Nurse
Partnerships for Children and Families Project
In England, the system for children and families in need of state intervention has developed in response to a series of political changes and to high profile and highly publicised child welfare ‘cases’. This has led over the past 20 years to a focus on child protection as the most important aspect of the work. For the last 5-8 years, attempts have been made at many levels to redress this imbalance and put more emphasis on family support. However, there are barriers to change, in the existing structures, in the distribution of resources and in anxieties about public responses to …
