This study explores and describes the experiences of ten dual status youth in Taylor County, Texas by examining the factors of race, sex, child welfare allegation, and juvenile justice offense. A review of the literature suggests that this population has unique challenges in and outside the courtroom, including being at increased risk for disparate outcomes in later adolescence and adulthood. This study compared single-system child welfare and juvenile justice data from Texas DFPS Region 2 and Taylor County to raw data provided on a sample of ten dual status youth identified in Taylor County from 2017–2021. Disproportionate disciplinary actions relating to school-based offenses for Black youth influence their early juvenile justice involvement. The continued excessive disciplinary actions involving Black male students in lower-level academic settings are concerning because, without being addressed, continuing disproportionate disciplinary action toward Black males can lead to future juvenile justice involvement and create a large-scale social work practice issue. The purpose of this basic qualitative study was to focus on school social workers’ perspectives of their role in addressing disproportionate disciplinary strategies and their understanding of the relationship between school discipline strategies and juvenile justice involvement. Support for caregiver engagement in their child’s residential treatment is widespread and growing because of the benefits of caregiver engagement to a youth’s treatment process. This dissertation explores the construct of caregiver engagement, defined as caregiver motivation and expectation for their child’s treatment, caregiver bond with staff and caregiver collaboration on treatment goals and tasks among a cohort of 101 caregivers with a child in a Residential Treatment Center (RTC). Mixed methods were used to qualitatively and quantitatively explore caregiver perspectives and experiences that contribute to or detract from their level of engagement in their child’s treatment process. Families experiencing out-of-home placement (OHP) are in crisis. The fact that a child has been removed from the home means the family has become involved with the child welfare or juvenile justice system. Families that experience OHP are disproportionately poor, and the reasons for OHP often stem from poverty. Because OHP is expensive, and society values parental responsibility, federal and state laws require that parents be referred to the child support system to help offset the cost of OHP through child support collections. With recidivism rates being as high as 50 percent, research has turned its focus to what is impacting the recidivism rates among juveniles. This study employed a mixed methods design to evaluate an elementary school truancy intervention in terms of reducing rates of juvenile delinquency over six years. Few (n = 11) participants became involved in the formal justice system, so the intervention’s effectiveness was measured by re-referrals for continued truancy. The regression discontinuity design was used to compare the intervention group to the comparison group. The intervention group received intensive case management and the comparison group received a warning letter. A regression discontinuity design using multivariate logistic regression indicated that the intervention did not reduce the likelihood of subsequent re-referrals, and the …

The current research examines perceptions of juvenile probation officers around disparities related to race and class in the juvenile justice system. Nearly two million young people, under the age of 18, are arrested each year nationwide (Gottesman & Schwarz, 2011). Of these youth, 70% are male, and 46 % are African American (McPherson & Sedlak, 2010). Approximately two thirds suffer from symptoms of aggression, depression or anxiety. Those who suffer from behavioral symptoms, 27% suffer from severe and persistent mental illness. (McPherson & Sedlak, 2010). Similar statistics exist within the Hennepin County justice system. PURPOSE: This study compares and contrasts first-time juvenile offenders enrolled in a community-based intervention program whose cases were processed either informally or formally, and examines empirically- and conceptually-relevant contributors to re-offending. METHODS: This is a longitudinal, secondary analysis of 1072 male and female offenders. The study includes descriptive univariate analyses; chi-square bivariate analyses of each independent variable with the dependent variables (level of processing and recidivism at both one and three years); and binary logistic regression analyses to identify significant predictors of the dependent variables.
