The Ghana YouthSave Experiment investigated whether and how youth savings accounts affect financial capability; psychosocial, education, and health outcomes; and economic well-being of Ghanaian youth and their households. The research rigor in the Ghana experiment is unprecedented in resource-limited countries; therefore, it offers an opportunity to posit causal relationships between savings and youth development. This endline report, which comes three years after the baseline report, describes the Ghana experiment and presents experimental findings of YouthSave. Child Development Accounts (CDAs) as a matter of policy have existed for some time, though predominantly in developed countries. While there are at least a few government social programs with CDA components in the developing world, such policies have yet to gain significant traction. This paper finds that despite this lack of policy movement, CDAs do exist in developing countries in a variety of forms and delivered by a diverse group of institutions. Government-linked institutions (such as savings and post banks); non-governmental institutions (such as credit unions and NGOs); and commercial financial institutions are all innovating in CDA design and …

Amartya Sen looks at people’s well-being in terms of functioning and freedom, rather than in terms of the amount of goods or services consumed. The capability approach developed by Sen deals with what people are able to achieve by using these commodities. Concerning disability, he wrote: “We must take note that a disabled person may not be able to do the many things that an able-bodied individual can, with the same bundle of commodities” (Sen, 1985 p.7). This paper was commissioned for Inclusion in Asset Building: Research and Policy Symposium, an event hosted in September 2000 by the Center for Social Development at Washington University in St. Louis. The paper identifies and explores the use of an asset-based metric of welfare. The metric relies on assets data that are easy to collect and analyze. The authors demonstrate that the asset index functions well in identifying and profiling the poor, in targeting transfers, and even in estimating demand or production functions for outcomes that are useful for designing programs and policy.
