The purpose of this research study was to gain a comprehensive understanding of the experiences of low-income women living in a rural community when accessing reproductive care and bring awareness to the barriers and facilitating factors they encounter. The present study adopted a post positivism paradigm and was conducted in a rural county in Northern California. A combination of quantitative and qualitative data was gathered through demographic surveys and individual interviews with twenty-two participants. Individuals and families in poverty face an abundance of barriers to self-sufficiency with the lack of higher education being the most prominent of them. The California Work Opportunity and Responsibility to Kids (CalWORKs) program has been the primary intervention to aid poverty following the welfare reform of 1996. Through their work first approach the CalWORKs program intends to set recipients on the path to self-sufficiency. The U.S Department of Health and Human Services (HHS) conducted a study and determined that approximately one-third to two-thirds of child neglect cases had some form of substance abuse related to the case. Further, it is reported that women who use alcohol or drugs are two times more likely to lose custody of their children than non- using mothers.
