This fact sheet examines population trends for foster youth and their experiences with foster care in the Mountain West region. The data are sourced from the report “State-level Data for Understanding Child Welfare in the United States” which cites the National Data Archive on Child Abuse and Neglect (NDACAN) for fiscal year (FY) 2020 and the “State-by State Data” report by the Casey Family Programs from FY 2020. This fact sheet highlights the number of foster youth in the Mountain West (Arizona, Colorado, Nevada, New Mexico, and Utah) and their demographic composition.

This research study utilizes the perspectives of foster care alumni to explore the effectiveness of the child welfare system. Based on experiences with general and peer related services while in foster care, participants were asked to evaluate and discuss how interventions they received contributed to areas of their life, including adult independent living. The study used an exploratory method with a qualitative approach to search for categories and themes related to the services, interventions, and activities implemented with foster youth and the effect that had on their lives. This study aimed to identify the motivating factors for higher education, foster youth and probation youth experienced while in care. The interviews were designed to pinpoint who and what resources, if any, were attributed by the participant as having a positive influence on their attending college. Moreso, the study was purposely directed at individuals who graduated or were working towards a graduate degree or higher. A qualitative data approach was used to interview six participants in order to analyze any themes or similarities amongst the participants. Young adults with a history of out-of-home care report poorer mental health and life satisfaction compared to non-care-experienced peers. Social support is a known protective factor for mental health. There is limited evidence, however, on the relationship between sources (e.g., family members) and types (e.g., information) of social support and mental health symptoms and life satisfaction in this population. Emancipated foster youth continue to experience fewer positive outcomes after foster care despite the changes in legislation and the implementation of additional transitional living programs and supports such independent living programs. This quantitative research study followed a non-experimental, secondary data analysis to examine how independent living programs impact the outcomes for African American young women who have transitioned out of the foster care system compared to their Caucasian young women peers at age 17 and age 21.
