This report describes: 1) the history and current state of the opioid crisis in East Baton Rouge Parish; 2) the current and planned efforts of the Innovative Prosecution Solutions for Combating Violent Crime and Illegal Opioids (IPS) grant to respond to the crisis; and 3) recommendations for criminal justice practitioners regarding the opioid crisis in our community. The goal of the IPS grant is to reduce opioid-related deaths by fostering interagency collaboration to disrupt local opioid supply chains, educate the community about the dangers of opioid abuse and addiction, and provide support for individuals with opioid use disorder.

Contemporary youth sports environments present significant psychosocial challenges to the family system. Among the greatest challenges to address are spectator behaviors of parents, which in the public eye has deteriorated and is out of control. Spectator behaviors and their impact upon the sports environment and family system is the topic of investigation in this study. Within the state of Louisiana, the advent of Act 355 extends the consequences of parent behavior and presents challenges to families, referees, and sports organizations. ABSTRACT

The focus of this study was to explore, through the lens of Pierre Bourdieu’s constructs of habitus, field, and capital, the post-secondary experiences of foster youth who transitioned out of the Louisiana foster care system. Specifically, this comparable multiple case study sought out to understand how cultural, social, and financial capital influenced the post-secondary educational outcomes of foster care alumni as compared to first-generation and continuing-generation students. This dissertation examines couples’ relationship quality on child externalizing behavior problems. Family systems theory and Belsky’s determinants of parenting model posit that child behavior problems stem from problematic familial relationships and lack of support within the couple’s relationship. A secondary data analysis was conducted using data from the National Fragile Families and Child Wellbeing Study. The independent variables represent couples’ relationship quality and are affection/support, relationship instability, and coercion. Youth disconnection, characterized as no school and no work in emerging adulthood, is widespread in American society with debilitating outcomes for each affected young person. Substantial rates of this phenomenon have been found for all youth groups; however, more recently the disconnection rate for African American youth has increased from 17.2% to 17.9% despite remaining flat or falling for all other major racial and ethnic groups. Overrepresentation of people with mental illness in the criminal justice system is a major societal problem. According to the Bureau of Justice Statistics, nearly three quarters of people housed in local jails report having symptoms suggestive of mental illness. Individual consequences to incarceration for people diagnosed with a mental illness include disruption in treatment, increase in symptomology, exposure to violence, and victimization. The discussion regarding government benefits and reliance on welfare benefits is one that takes place in arenas of policymaking and academia alike. These discussions often focus on poverty that exists in densely populated metropolitan areas, resulting in a scarcity of research regarding unique characteristics of rural poverty. Eighty-four rural Louisiana women participated in a longitudinal study of the impacts of welfare reform in their lives. Twenty years later, two (N = 2) rural Louisiana women, each former welfare recipients, participated in an in-depth qualitative case study examining their transition away from welfare programs.
