This Working Paper has been submitted for inclusion in the new online edition of theEncyclopedia of Social Work, which is published by Oxford University Press. The paper discusses efforts to implement Child Development Accounts in the United States and numerous other countries. Child Development Accounts (CDAs) are subsidized savings or investment accounts to help people accumulate assets for developmental purposes and life course needs. They are envisioned as universal (everyone participates), progressive (greater subsidies for the poor), and potentially lifelong national policy. In spite of the fact that the very earliest ethnographers who paid any attention to children took note of the “precocity” displayed by children in both learning the household (e.g., caring for a younger sibling) and subsistence (harvesting and processing grain), tasks characteristic of the societies under investigation, the first synthesis and cross-cultural compilation of this large body of descriptive material is quite recent. This first, introductory, article in this collection reviews those efforts to systematize the study of children’s work and leads the reader through a catalog of the major conclusions or generalizations that have emerged from this analysis. …

Incentive-based education has a clear purpose and vision for the populations served. It is important for these organizations to demonstrate that their impact is positive, and that resources from the community are utilized efficiently. The purpose of this study is to identify the impacts of incentive-based education on the understanding and preparedness of a mother’s prenatal and postpartum experiences. Baby Steps, a non-profit incentive-based education program, was used as the research site. In November 2015, Israel enacted legislation to create and fund a Child Development Account program. Beginning in 2017, every baby born to an insured Israeli resident will receive a Child Development Account in his or her name. This brief details the policy, which was developed in collaboration with researchers at the Center for Social Development, and offers recommendations to guide its implementation.
