Oregon has long been known as a site for innovative family engagement practice. Multiple forms of family meetings have been implemented in Oregon over the years and many child welfare offices use some form of intensive efforts to find family for children in care. Beginning in the Fall 2012 and over the next three years, Oregon implemented a federally funded (Children's Bureau) demonstration project, Family Connections Oregon, to test a model intervention, to develop a supportive infrastructure for sustaining family connections practice, and to establish a family voice association at the policy level. The purpose of this study was to examine how social workers perceive concurrent planning at Children and Families Services of San Bernardino County. Concurrent planning is the practice of working with families to reunify while also pursuing alternative plans for permanency should reunification fail, is an integral part of child welfare.

As youth emancipate out of the child welfare system, they face many challenges. This study investigated whether or not having a permanent connection was beneficial to young adults after they left foster care. It showed that even with the presence of an identified mentor to guide youth post-emancipation, these youth were still facing serious difficulties.
