This exploratory study examined the collaborative strategy used by Tri Cities Partnership (TCP) to facilitate the collaborative process required by the United States Department of Housing and Urban Development (HUD) to receive Continuum of Care funding. The study examined partner perceptions of TCP's leadership, organizational structure, benefits and drawbacks of participation, and relationships with partners. A follow-up survey and key informant interviews explored themes related to organizational affiliation with TCP, benefits and drawbacks of participation, relationships with partners, challenges impacting the ability of TCP to facilitate collaboration and strategies for involving key stakeholders. Changes in nonprofit accounting standards and practices have spearheaded a quiet revolution in financial management practice in social agencies and the delivery of human services during the past three decades. These changes have gone hand-in-glove with other changes in the political arena to dramatically transform the ways in which human services are organized and delivered. At the core of this transition has been the movement from fund to enterprise accounting, together with such larger political developments as the expansion of grant-based relations with government into the performance management environment of purchase of service contracting.

The original New-Federalism agenda that emerged with the Reagan administration weakened federal programs and transferred power to states and localities. While Ronald Reagan and George Herbert Walker Bush's years were characterized by block grants and dismantling public assistance, the Clinton years will be remembered for the dismantling of AFDC. Recruiting faith-based organizations to provide social services epitomized the second Bush presidency. In this article, we demonstrate how the seeds for recruiting faith-based groups were planted before and during the Reagan years, and how two waves of devolution chipped away at our national commitment to welfare.
