This three-article, mixed-methods dissertation looked at the nature of U.S. foster parent stress and resilience both before and during the COVID-19 pandemic. The first article employed a Qualitative Interpretive Meta-Synthesis (QIMS) approach to answer the question, “What do foster parents tell us about their greatest points of stress in the foster care system?” Foster parent voices (n=572) from twenty-one existing qualitative articles were analyzed until themes emerged. The second article aimed to fill a gap in the literature with a deeper understanding of foster parents’ lived experiences during the COVID-19 pandemic. This research study utilizes the perspectives of foster care alumni to explore the effectiveness of the child welfare system. Based on experiences with general and peer related services while in foster care, participants were asked to evaluate and discuss how interventions they received contributed to areas of their life, including adult independent living. The study used an exploratory method with a qualitative approach to search for categories and themes related to the services, interventions, and activities implemented with foster youth and the effect that had on their lives. This study aimed to identify the motivating factors for higher education, foster youth and probation youth experienced while in care. The interviews were designed to pinpoint who and what resources, if any, were attributed by the participant as having a positive influence on their attending college. Moreso, the study was purposely directed at individuals who graduated or were working towards a graduate degree or higher. Emancipated foster youth continue to experience fewer positive outcomes after foster care despite the changes in legislation and the implementation of additional transitional living programs and supports such independent living programs. This quantitative research study followed a non-experimental, secondary data analysis to examine how independent living programs impact the outcomes for African American young women who have transitioned out of the foster care system compared to their Caucasian young women peers at age 17 and age 21.
