Information And Communication Technology In Child Welfare: The Need For Culture-Centered Computing, Richard J. Smith, Tara Eaton
The Journal of Sociology & Social Welfare
This article discusses the introduction of information and communication technology (ICT) in the California child welfare system. Drawing from anthropological literature, the authors emphasize the role of work practice and context associated with new ICT implementation. This case study uses a documentary- historical approach to analyze interviews with 386 workers who used the Child Welfare Services/Case Management System (CWS/CMS) between 1997 and 2005. Data show the implementation of CWS/CMS impacted the work practice of the welfare system. The authors recommend culture-centered computing for future developments and upgrades of ICT in child welfare.

Dr. Inabel Burns Lindsay (1900-1983), founding dean of the Howard University School of Social Work, was an early proponent for the consideration of race and culture in social work education and practice with racial and ethnic minorities. Using primary and secondary data sources, the authors trace the evolution of Dr. Lindsay's thinking on the role of race, class, gender and ethnicity in the helping process and finally her development of a socio-cultural perspective. Risk And Protective Factors Of Micronesian Youth In Hawai'i: An Exploratory Study, Scott K. Okamoto, David T. Mayeda, Mari Ushiroda, Davis Rehuher, Tui Lauilefue, Ophelia Ongalibang

This exploratory, qualitative study examined the risk and protective factors of Micronesian middle and high school students in Hawai'i. Forty one Micronesian youth participated in 9 focus groups that explored their experiences within their schools, families, and communities. The findings describe youths' experiences of ecological stress beginning with their migration to Hawai'i, and the potential outcomes of this stress (e.g., fighting, gangs, and drug use). Cultural buffers, such as traditional practices and culturally specific prevention programs, were described as aspects that prevented adverse outcomes. Implications for prevention practice are discussed.

This paper is a critical discourse analysis of the usage of the concept of "culture" in social work discourse. The paper argues that "culture" is inscribed as a marker for difference which has largely replaced the categories of race and ethnicity as the preferred trope of minority status. "Culture" is conceived as an objectifiable body of knowledge constituting the legitimate foundationfor the building of interventions. But such interventions cannot be considered other than an instrument which reinforces the subjugating paradigm from which it is fashioned. This study examines media impact on job efficacy in a child protection agency. The research uses inductive, holistic research methods to examine the effect of media scrutiny on changes in management dictates, worker duties and responsibilities, and agency services. Data were collected from media sources, interviews, archival materials, and participant observation, then analyzed via qualitative content analysis, providing a basis for rich ethnographic description of perceptions and behavior of diverse groups of people involved in child protection.
