The problem addressed by this study was that the turnover rate among social workers has been highest for Black female child-welfare caseworkers. The purpose of this qualitative phenomenological study was to understand the experiences of Black female child-welfare caseworkers and effective strategies for retention. Ten experienced Black female caseworkers in child welfare were interviewed; participants represented five U.S. states. Participants were asked about mentorship programs, preservice training, financial incentives, major concerns related to retention, and recommendations for retention initiatives to specifically address the needs of Black female caseworkers. Themes emerged related to Black female caseworkers in child welfare. Mentorship programs …

Children’s participation rights are critically important for supporting children’s well-being. Studies across the world consistently demonstrate that children and youth feel uninvolved, silenced and marginalized within the child welfare context which has a direct impact on their physical safety as well as their subjective well-being. There has been a shift in US policy and practice towards recognizing the value and importance of engaging youth, older youth in particular, in being involved with planning for their care and for their future. Background: Children in foster care and their substitute caregivers (i.e., foster parents) lack access to evidence-based interventions designed to 1) mitigate the effects of maltreatment on child behavior and 2) strengthen parenting skills needed to effectively care for children with a history of maltreatment. Previous research has established that Parent-Child Interaction Therapy (PCIT) is an evidence-based intervention for children with a history of maltreatment. Yet, PCIT’s broader impact on child welfare outcomes (i.e., placement and permanence) and the implications of adapting PCIT for foster families remains largely unknown. The Hague Convention on the Protection of Children and Co-operation in Respect of Intercountry Adoption was agreed upon in 1993 at the Hague Conference on Private International Law to address growing allegations of abduction, sale, and trafficking of children around the world. The Hague Convention guides countries to attend to the “best interest of the child” in making decisions on intercountry adoptions, and to apply the “principle of subsidiarity,” which calls for the consideration of family and kinship placement and national adoption prior to the consideration of intercountry adoption. In this dissertation, the author argues that there is strong evidence that the child welfare workforce continues to be in crisis. While a great deal of research has indicated that supervision is closely linked to the crisis, extremely high rates of turnover have not been notably reduced through the efforts of administrators or academics to change supervisory practices. Therefore, the author makes the case that it is time to employ an alternative methodology—constructivist inquiry. The purpose of this study was to develop and test the Experience of Supervision Scale, which measures the experience of supervisory behaviors from the perspective of child welfare workers. Child welfare supervision is gaining increased attention as states struggle to improve performance measures of their child welfare systems. However, the lack of a standardized instrument which measures supervision through an analysis of supervisory behaviors from the supervisee’s perspective has hindered efforts in these areas. Family preservation services are intended to prevent the out-of-home placement (into foster care or some other alternative arrangement) of children and youth in families at risk of maltreating them. An Ecological Systems perspective of these families might suggest that a family’s context (represented by the variables of poverty, agency services, family history, and individual/caretaker characteristics) must be considered as an over-arching influence in families’ risk and outcomes.
