Ensuring Equity In Education: End Exclusionary Discipline To Protect All Students Access To Learning, Emma Daugherty, Dominika Dyminski, Lacey Erickson, Carly Manderfeld

A student's race, disability status and previous history of discipline are leading factors associated with being subjected to exclusionary discipline. This contributes to a negative cycle of discipline for our Black, Indigenous, and other students of color (BIPOC) and students with disabilities. This cycle prevents BIPOC and students with disabilities from learning, growing, and reaching their full potential. Minnesota must disrupt this negative disciplinary cycle by ending subjective disciplinary practices and investing in practices that promote an equity and a healthy school environment for all students.

Minnesota has made a nominal investment in the education of people with intellectual and developmental disabilities (IDD) beyond high school. Young adults with IDD face many barriers to access and enrollment in Minnesota inclusive postsecondary education (PSE). Barriers include a lack of postsecondary education options, a limited capacity in Minnesota's three existing Comprehensive Transition and Postsecondary programs (CTPs), and unclear available funding options. Young adults with IDD deserve the same opportunity to pursue postsecondary education in Minnesota as their peers, particularly in our public higher education institutions. Paid sick time is an essential benefit for all workers in Minnesota. Paid sick time is an economic issue, a public health issue, and an equity issue. Workers should not have to choose between going to work sick or losing a day of pay. Low wage workers, women, Black, Indigenous, people of color, and people living in rural areas are least likely to work at jobs that provide paid sick time. Three cities in Minnesota have implemented paid sick time for workers, along with twelve States and the District of Columbia. It is time for Minnesota to act now and …

Without ensuring that housing is also accessible, Minnesota’s efforts to increase affordable housing is leaving out a segment of our community, Minnesotan’s with disabilities. Minnesota must commit to ensuing that every man, every woman, every child in Minnesota, without exception, has a safe, affordable, dignified and ACCESSIBLE place to call home.

Despite awareness of the disparities in our child protection system for African American children and their families, including increased removal from parental care and placement in non-family foster care, Minnesota has failed to take action to remedy this inequity. Adoption of the provisions in the African American Family Preservation Act is an essential first step toward creating an equitable and accountable child welfare system for African American children and their families.
